Job Summary:
The Senior Manager Data Engineering and Operations plays a strategic role in advancing VON’s data and system integration maturity. This role works cross-functionally with Business, Clinical and Technology partners to drive data quality, enable analytics, build and maintain data pipelines, and ensure compliance with regulatory, data privacy and security requirements. The Senior Manager, Data Engineering and Operations, recognizes the importance of data and drives initiatives with significant organizational visibility and influence.
Key Responsibilities:
- Builds and maintains relevant and reliable data products that support the business needs and develops and implements technology solutions to continuously improve data reliability and observability.
- Implements and maintains scalable data architectures to support efficient data storage, retrieval, and processing.
- Launches scalable and reliable data solutions, supports system integration efforts, and creates operational efficiencies through automation and process improvements.
- Participates in new software development initiatives, helps define business rules that govern data quality, supports the product owner in writing test scripts to validate those rules, and performs detailed and rigorous testing to ensure data accuracy and reliability.
- Develops a solid understanding of the technical details of data domains and clearly understands what business problems are being solved.
- Owns engineering modules, functionalities and provides support throughout the data development lifecycle.
- Designs and develops end-to-end data pipelines and extracts, transforms and loads (ETL) processes to integrate data from multiple sources into cloud-based data storage solutions (e.g., Snowflake, GCP, Azure).
- Builds and leads data engineering and analytics teams, enabling cross-functional partnerships to design, develop, and deliver solutions across complex, multiplatform data environments.
- Ensures LEAN principles are applied and embedded in their team’s philosophy resulting in improvements in workflows and outcomes.
- Leads initiatives and collaborates on various project teams to further promote the efficient use of project methodology, technology and documentation standards.
- Leads data lifecycle processes for the creation, implementation, and support of enterprise data pipelines with internal and external stakeholders
- Supports the Senior Director with budget development, ad hoc reporting and year-end activities.
- Identifies areas of improvement and efficiencies in business and data processes.
- Builds and optimizes data integration workflows to connect data from different systems and platforms.
- Monitors and troubleshoots data pipelines, identifying and resolving performance issues and bottlenecks.
- Ensures data security and compliance with data governance policies and regulations.
- Manages data infrastructure on the cloud platform, including capacity planning, cost optimization, and resource allocation.
- Stays current with emerging data engineering technologies, trends, and best practices, and evaluating their applicability to improve data systems and processes.
- Documents data engineering processes, workflows, and solutions for knowledge sharing and future reference.
- Creates, updates, and maintains the necessary policies and procedures as they relate to data retention and classification, operations, and service level agreements.
- Generates, builds, and socializes reporting on uptime, service disruption, and efficiency of data pipelines.
- Promotes the strategy of VON and their role as an integrated community care provider to all stakeholders and staff.
- Prioritizes and ensures alignment of emerging opportunities in the community with VON strategic plan.
- Provides leadership in navigating the requirements and complexities of unionized and non-unionized environments.
- Coaches, advises, motivates, and provides leadership to staff; creates a positive workplace for staff.
- Promotes the Lean team management approach to ensure a common paradigm of management and discipline of management practices.
- Ensures there are mechanisms for all staff to come together to hear of organizational news and to provide feedback on what is working and what is not working.
- Ensures all Districts have a plan to complete performance development and learning plans with all staff.
- Promotes common approaches to orientation, learning, motivating, recognizing and supporting staff when achieving organizational goals; such as meeting or exceeding KPIs, meeting or exceeding milestones.
- Provides leadership and commitment to building client and family engagement and following accreditation Canada Standards.
- Provides leadership in the promotion of a safe and healthy workplace ensuring workplace conduct and activities are in accordance with the provincial Occupational Health and Safety Act and Regulations, that KPIs related to safety are regularly reviewed by management, that appropriate investigations occur when needed, and plans to address issues are created and acted upon.

- Establishes and builds relationships with external stakeholders including auditors, third-party vendors and government agencies.
- Partners and participates with the external auditors for annual audit reviews.
- Participates in project teams and committees as required.
- University degree in a data or technology-related field, such as a Bachelor’s of Science, or equivalent years of relevant experience.
- 5+ years of experience managing developers, engineers, or DevOps.
- 5+ years of technically focused experience in related technologies and languages (Web Services, Java, XML, S3, NoSQL, Kafka, Spark, etc.).
- Hands-on experience with Event, Workflow and Application driven Data Architecture, API and Microservices management.
- Working knowledge of cloud-based data systems, including Azure and GCP.
- 5+ years of experience with DevOps and data reliability engineering.
- 5+ years of hands-on experience with data modeling, ETL / ELT development, and data integration techniques (including real time data integration and processing).
- Strong understanding of enterprise business information, technical architecture, and security principles, with the ability to design solutions that are resilient, scalable, and fit for purpose.
- Hands-on experience in data engineering technologies, including proficiency in Python, advanced SQL (PostgreSQL), relational and dimensional data modeling, and large data processing frameworks such as Apache Spark.
- Experience designing and executing comprehensive testing strategies, including functional, integration, and performance testing, to ensure solution quality and reliability.
- Expert knowledge of data quality and data management practices, including data cleansing, standardization, parsing, de-duplication, hierarchy management, and master and metadata standards, processes and technologies.
- Demonstrated ability to drive continuous data quality, governance, and data management maturity through defined standards, governance frameworks, and advanced data analysis using a variety of tools.
- Exceptional collaboration, consultation, relationship management, influencing and negotiation skills.
- Excellent written and verbal communication skills with advanced ability to deliver presentations and provide evidence based recommendations to executive audiences.
- Strong interpersonal skills with the ability to collaborate at all levels (internal and external).
