Position Summary
We are seeking two (2) highly experienced, hands-on Senior Contracts Managers to lead complex federal contracting, subcontracting, compliance, and proposal activities within a professional services environment. This role supports the full acquisition lifecycle, including pre-award strategy, contract and subcontract administration, regulatory compliance, and strategic growth initiatives. One position will require substantial and extensive experience with Cost-Reimbursable contract types and associated government compliance.
This position serves as a senior subject matter expert and enterprise partner, working closely with executive leadership, government stakeholders, and cross-functional teams to manage contract risk, ensure regulatory compliance, and support business growth.
What will you do in this role?
Contract Execution & Strategy
- Lead end-to-end contract and subcontract lifecycle execution, including solicitation analysis, teaming, negotiation, award, administration, modification, and closeout across contract types (Fixed Price, T&M, Labor Hour, Cost-Reimbursable, Ordering Vehicles) (One position will require substantial and extensive experience with Cost-Reimbursable contract types and associated government compliance)
- Draft, review, and administer contracts and related instruments (e.g., subcontracts, teaming agreements, NDAs), while managing documentation, correspondence, and issue resolution
- Analyze RFQ/RFP/RFI solicitations and develop compliant contract strategies, including risk positioning and alignment with pricing
- Support capture and proposal development through terms and conditions review, risk identification, and contract structuring
- Structure and support teaming arrangements and contractual frameworks during pre-award phases
- Contribute to strategic planning and contract growth initiatives
- Maintain contract files, documentation and CRM/CMS in accordance with internal and regulatory requirements
Compliance & Risk Management
- Ensure compliance with FAR, DFARS, GSAM, SBA regulations, and other applicable requirements (experience with Revolutionary FAR Overhaul preferred)
- Manage compliance across federal contract vehicles (e.g., GSA, OASIS+, CIO-SP, IDIQs, GWACs, MACs)
- Oversee federal reporting and registration requirements (e.g., SAM and its report modules, GSA and other GWAC/MAC platforms, and other contracts and compliance portals)
- Monitor and manage OCI compliance, disclosures, and mitigation strategies
- Identify, assess, and resolve contractual, regulatory, and organizational risks
- Translate regulatory changes into actionable guidance, policies, procedures, and internal controls
Leadership & Enterprise Support
- Lead and mentor contracts personnel while actively supporting execution of complex contract activities
- Deliver compliance training and share knowledge across the organization as needed
- Partner with leadership and cross-functional stakeholders (legal, finance, HR, program management, marketing, external teammates, government clients)
- Support enterprise initiatives, including mergers & acquisitions, name changes, novation’s, and post-acquisition integration as necessary
What do you need to succeed in this role?
Education & Certifications
- Bachelor’s degree (Business, Law, or related field preferred)
- Advanced degree and/or NCMA (or equivalent) certification preferred
Experience & Technical Expertise (Hands-On Execution)
- 10+ years of hands-on federal contracting experience within a professional services environment, with direct ownership of contract execution
- Proven ability to independently perform full lifecycle contract and subcontract administration (pre-award through closeout)
- Deep working knowledge of FAR, DFARS, GSAM, and federal procurement regulations, with direct application in daily execution (experience with Revolutionary FAR Overhaul preferred)
- Substantive experience performing technical contract work across contract types (Fixed Price, T&M, Labor Hour, Cost-Reimbursable, Ordering Vehicles) (One position will require substantial and extensive experience with Cost-Reimbursable contract types and associated government compliance)
- Hands-on experience with federal contract vehicles (e.g., GSA, OASIS+, CIO-SP3, other IDIQs, GWACs, and MACs), including administration and compliance execution
- Direct experience structuring, negotiating, and administering subcontracting and teaming arrangements (Mentor-Protégé/JV experience a plus)
- Hands-on use of federal systems (e.g., SAM and its report modules, GSA and other GWAC/MAC platforms, and other contracts and compliance portals), including direct data entry, submission, and issue resolution
- Experience supporting M&A, name changes, novation’s, and integration activities preferred
- Demonstrated ability to conduct contract analysis, risk assessment, and issue resolution in real time
Skills & Competencies
- Strong project management and organizational capabilities, with a demonstrated ability to independently manage multiple concurrent priorities
- Advanced technical leadership demonstrated through hands-on execution, mentorship, and cross-functional collaboration; consistently establishes credibility and trust in day-to-day interactions while enabling clear, responsive, and constructive engagement across internal teams and federal agency counterparts
- Demonstrated ability to build and sustain strong, professional relationships with internal stakeholders and external government representatives, including contracting officers (COs), administrative contracting officers (ACOs), and contracting officer’s representatives (CORs)
- Experience managing government-facing communications with professionalism and sound judgment, including responding to inquiries, providing clarifications, and supporting routine coordination with contracting officials
- Excellent interpersonal, written, and verbal communication skills, with a professional, solutions-oriented approach when engaging with government customers and cross-functional teams
- Proven success in directly drafting documentation and translating complex contractual compliance requirements into clear, accessible content for diverse audiences
- High attention to detail, coupled with strong analytical and problem-solving capabilities
- Proficiency in Microsoft 365 (Word, Excel, PowerPoint, SharePoint); experience with CRM/CMS tools (e.g., Salesforce) preferred
- Ability to obtain and maintain a U.S. security clearance
In compliance with this state’s pay transparency laws, the midpoint of the salary range for this role is $170,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
