Position summary
The Lead Solution Architect serves as the principal technical connector for the SIO program, bringing together the work of Security, Enterprise Architecture & Innovation, and Shared Solutions & Enablement into one coherent technical direction. This role spots where a security finding should shape an architecture decision, where a shared solution should scale across more of CCSQ, and where the EA&I roadmap should reflect what’s emerging from CMS’s own priorities — turning three connected functions into a single, well-aligned technical capability.
A defining part of this role is partnering directly with CMS on the future of their technical environment. The Lead Solution Architect engages CMS stakeholders as a trusted peer in shaping what their technology landscape will look like over the next one to two years, bringing outside perspective, validating direction, and keeping SIO’s technical investments aligned with where CMS’s mission is headed..
What will you do in this role?
Technical Partnership with CMS
- Serve as a primary technical point of contact for CMS stakeholders on architecture direction, modernization priorities, and emerging technology opportunities.
- Translate CMS’s evolving mission needs into a forward-looking technical roadmap, and bring that roadmap back to CMS for validation and buy-in.
- Represent SIO’s technical perspective in CMS governance forums, helping CMS leadership think through tradeoffs as they shape their own strategic technology direction.
Connecting Security, EA&I, and Shared Solutions
- Identify where decisions in one function — a security finding, an architecture direction, a shared tooling choice — should inform the others, and carry that alignment through into real, practical action across teams.
- Support the SIO Innovation Council by surfacing ideas worth scaling and ensuring they’re evaluated with the right technical and security lens.
- Maintain a working view of the technical roadmap spanning all three functions so dependencies and opportunities for reuse surface early rather than after the fact.
Strategic & Stakeholder Advisory
- Advise program leadership and CMS stakeholders on technology trends, architectural tradeoffs, and modernization opportunities in clear, decision-ready terms.
- Build trust-based relationships across CMS technical and program staff that support honest, two-way conversation about what’s working and what needs to change.
- Communicate complex technical concepts in language suited to both technical staff and executive, non-technical audiences.
Technical Depth & Quality
- Maintain hands-on technical depth that builds credibility in architecture and security conversations across all three functions.
- Support secure, scalable, and reusable design practices across the three functions, escalating only where cross-team alignment is genuinely at risk.
What do you need to succeed in this role?
- Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related technical discipline. Master’s degree preferred.
- 12+ years of progressive experience in solution architecture, systems engineering, or related technical roles, including demonstrated experience operating as a trusted advisor to non-technical or executive stakeholders.
- Experience working directly with government or enterprise clients on strategic technology direction.
- Strong communication and relationship-building skills, with a demonstrated ability to translate technical tradeoffs into terms a program or agency leader can act on.
- Experience in regulated or compliance-driven environments (e.g., healthcare, public sector); CMS experience strongly preferred.
- Working knowledge of cloud-based architecture, security-by-design principles, and modern delivery practices (Agile, DevSecOps) sufficient to engage credibly in technical conversations across all three functions.
- Prior experience in a client-facing technical advisory or architecture consulting role within a federal program.
- Familiarity with innovation governance models (e.g., innovation councils, technology evaluation frameworks).
- Familiarity with interoperability standards and data exchange frameworks relevant to CMS/CCSQ systems.
- Ability and interest to track emerging AI developments and brings forward practical ways to apply them across SIO's security, architecture, and shared solutions work, as well as CMS's broader technology direction
In compliance with this state’s pay transparency laws, the salary range for this role is 180,000 - $200,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
