About the Role
This role is a Program Analyst function focusing on oversight of TB&T’s projects portfolio, identifying and tracking project progress and financial & schedule information; creating and using data visualization & reporting to support senior staff understanding & decision-making; and collaborative issue identification & resolution efforts. Reporting to the Senior Program Manager in TB&T's Infrastructure Planning & Development Unit, the selected candidate will be responsible for helping ensure successful programmatic stewardship.
Responsibilities
- Lead all aspects of oversight for TB&T’s capital projects portfolio in support of programmatic success, including but not limited to: tracking monthly spending & schedule performance; identify areas of potential concern & their root causes before problems arise & propose solutions; coordinate review of all upcoming authorization requests such as Planning & Project Authorizations, contract awards, and Capital Programs Oversight Committee (CPOC) Gating; facilitate identification & track emerging facility needs for future funding.
- Handle information collection, data & visual analysis, results interpretation, & presentations for all cyclical and ad-hoc reporting on the capital program, including but not limited to: Project Management Office (PMO) monthly dashboard results and monthly report-outs to the Senior Program Manager and Assistant Director.
- Proactively and regularly coordinate with a wide inter-disciplinary team, including but not limited to: TB&T’s project management units & other units; the Project Management Office (PMO), Engineering Department (ENG), and Management & Budget Department (MBD).
- Regularly maintain updated, accurate data & information assets for the unit, including working with project teams to ensure accurate project updates to agency systems.
- Perform all other tasks as needed by the Senior Program Manager
Minimum Qualifications
- Bachelor’s degree in Finance, Planning, Engineering, or Architecture or other related field from an accredited college or university
- 3 plus years of progressively responsible experience in program management oversight, analysis, and reporting.
- Demonstrated ability to accurately and efficiently collect & assess data and present it clearly & effectively to stakeholders using Excel data visualization and PowerPoint.
- Demonstrated ability to work independently and take initiative to identify issues of concern, pursue information to support decision-making, and implement solutions under guidance.
- Prioritizes collaborative working relationships to achieve goals and maintains a customer service mindset.
- Excellent oral and written communication skills with attention to detail.
- Excellent knowledge of Excel, Word, and PowerPoint.
Desired Qualifications
- Demonstrated experience in project or program management oversight, analysis and reporting in a transportation infrastructure related field.
- Proven ability to manage oversight of programs of varying complexity and risk and effectively utilize limited available resources to achieve complex goals.
- Demonstrated knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development, and risk management protocols.
- Demonstrated experience organizing and influencing diverse work groups and project teams, within a department and across stakeholder departments.
- Demonstrated customer service mindset, task ownership & initiative mindset, and independent decision making and problem solving.
- Project Management Professional (PMP) or Professional Engineer or Registered Architect license in New York or New Jersey.
- Proficient knowledge of Power BI

The Port Authority of New York and New Jersey anticipate that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:
Minimum: $ 90,012 Midpoint: $ 117,018 Maximum: $ 144,014
In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
