Background & Purpose / Project Description:

Mercy Corps wants to strengthen the development of tech-enabled youth employment through three Innovation Centres based in Bidibidi and Rhino Camp settlements. Participating youth in these tech-related courses will increase their skills, their confidence, and their ability to utilize technology to access learning and employment opportunities. The program seeks to address the problem of under-development of technology as a pathway to employment in West Nile, where Innovation Centres in Rhinocamp and Bidibidi Settlements will be recognized as a hub for digital skills and employment linkages. 

Consultant Activities:

  1. Train and advise CTEN, a local NGO, to become an organization/agent that trains and supports potential crowd workers/freelancers to earn an income via freelance platforms. 
  2. Develop or provide training packages on a range of skills/competencies required for meaningful employment as a gig worker/freelancer, matching the current skills profile of target group.
  3. Provide technical skills training to CTEN and trainees on how to a develop profile, register, search for, apply and perform tasks on freelancing platforms.
  4. Collaborate with CTEN to ensure that 500 program participants are trained in relevant digital skills and fully prepared to seek for and find jobs offered by freelancing platforms (gig works).
  5. Work with CTEN to introduce 200 trained youth to different freelance platforms and support and coach them to apply for jobs and earn an income. 
  6. Work with CTEN to equip at least 200 program participants with the right technical and soft skills and link them to find jobs on the freelancing platforms.
  7. Provide continuous coaching and mentoring to CTEN and trainees on gig works and skills upgrading so that trainees are able to take on more complex tasks on the crowd work platforms.
  8. Conduct an assessment of most appropriate skills that are necceary to improve the freelance job opportunities. Results of the assessment shall be shared with CTEN and will inform them how to adapt training courses..
  9. Negotiate and build a relationship with freelancing platforms to provide specific job opportunities to the trained participants to increase their chances of getting a job. 

Consultant Deliverables:

The Consultant(s) will:

  1. Assessment of most appropriate skills that are necessary to improve the freelance job opportunities. Shared with CTEN to inform them and to adapt training courses. 
  2. Training packages developed for relevant skills/competencies for high demand freelancing jobs which match the skills profiles of target group. Reviewed and approved by Mercy Corps and CTEN
  3. At least 200 youth are trained on the different training packages, registered on freelance platforms and equipped to apply for jobs and earn money via the freelancing platforms. 
  4. Develop a capacity development plan for CTEN to build their capacity of continuing training participants and linking them to freelance platforms. The capacity development plan have to be reviewed and approved by Mercy Corps. 
  5. Organise training and mentoring activities to build the capacity of CTEN following the capacity development plan, so that they are able to continue to prepare, mentor and train participants to seek for and find job offered on freelance platforms.
  6. Develop a sustainability model for the work labs/cyber labs at the Innovation Centers.

Required Experience & Skills:

Mercy Corps is looking for one or multiple consultants who together meet the requirements below:

  • Minimum 5 years of experience in improving employment opportunities in a remote context, ideally including experience working in Uganda and particularly West-Nile, or alternatively in refugee settlements in other countries
  • Bachelor’s degree required. M.A, M.S., M.Sc., or equivalent in International Development, Business Administration, Economics or related field is preferred
  • Demonstrated understanding of the refugees context and linkage to jobs and income opportunities.
  • Have a full understanding of the different freelance platforms and already have working relationship with free lancing platforms where youth can be linked to to get jobs.
  • Have experience training/developing the digital and freelancing skills of the youth.
  • Have proof of low skilled youth trained and are earning as free lancers
  • Ability to train, coach and mentor local organisations to be able to offer continuous training to the workforce.
  • Excellent communication and training skills;
  • Fluency in written and spoken English is required.
