POSITION 
 
Accounts Receivable Billing & Cash Receipts Specialist 
 
REPORTING RESPONSIBILITY 
 
Reports to the Accounts Receivable Manager 
 
STATUS 
Non-Exempt 
 
RESPONSIBILITIES 
 
Processing of unit rate and cost reimbursement invoicing, assists in coding of payments, cash posting, account reconciliation, aging, general record keeping, working as a team member, and assisting A/R Manager where necessary. 
 
Specific duties will include; but are not limited to: 
 
1) Processing of unit rate contract billing to state agencies and school districts, based upon the assigned contracts/programs. 
2) Assist in coding of payments from various in and out of state agencies and local education authorities. 
3) Assist in the reconciliation of accounts to ensure accurate billing and cash coding. 
4) Maintain appropriate financial and program records to ensure accurate billing and payment history for each individual account for use by funding sources, program managers, business managers, and senior management. 
5) Assure compliance with funding source requirements and corporate financial policies and procedures. 
6) Expected to meet both internal and external billing and reporting deadlines. 
7) Responsible for reviewing Aging Report weekly and participate in a standing meeting with the A/R Manager to review billing issues. 
8) Prepare and post General Ledger journal entries, when necessary. 
9) Assist internal auditors and auditors from funding agencies in their review of Justice Resource Institute records and assist with the preparation of required financial analysis. 
10) Provide substitute role in the absence or over obligation of other team members or corporate personnel. 
11) Perform other duties and work on special projects assigned by the Chief Executive Officer, CFO, and Senior Vice Presidents. 
12) Respects the dignity and confidentiality of the clients enrolled in any JRI program. 
13) Maintain an attitude of cooperation and support for all other JRI staff. 
14) Maintain a cooperative attitude toward his/her supervisor. 
15) Respond to the changing needs of the agency by assuming new functions appropriate to the position.

QUALIFICATIONS 
  • Accuracy, attention to detail, ability to handle complexity & change essential. Strong Windows Word, Excel, and Access database experience; BA Degree, or three years of equivalent hands-on accounting experience in Health Care or Human Services preferred.
  • Good judgement and an ability to relate positively and effectively to human services program and state agency personnel.
  • Working knowledge of accounting; invoicing forms and procedures for state unit rate and cost report contracts.
  • Strong product orientation, clear organization of work; ability to conceptualize projects to ensure the progress and completion of many projects at the same time.
  • Ability to work as a member of a management team and to communicate both with staff and with executive personnel.

Pay Range: $48k-$60k
