FUNCTION:

The Program Officer- PPRS Data Management will oversee the management of accurate and up-to-date records on the performance of dairy animals in the Model Dairy Village (MDV), Kamalamai Municipality, Sindhuli. The role involves strengthening the capacity of dairy farmers in both manual and digital data recording, as well as providing regular follow-ups and technical support. The officer will oversee the timely collection and reporting of data in line with established protocols, with an emphasis on consistency and accuracy. The data will be used not only to enhance dairy enterprises at the household level in the MDV but also to select high genetic merit cattle, contributing to the national cattle genetic improvement program. The officer will work in close collaboration with the Milky Way project team, the Kamalamai Social Entrepreneur Women Dairy Cooperative, and local government to develop and implement a sustainable system for PPRS data management of dairy animals in the MDV..
 
RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort)
Dairy Data Collection and Management (65%)
  • Establish a sustainable system for PPRS data management of dairy animals in the MDV.
  • Ensure consistent and accurate data recording at the dairy farm level, with compilation and analysis at the dairy cooperative level, and timely reporting where and when required.
  • Monitor field activities and ensure that data is properly recorded and reported on time.
  • Ensure that all data collection follows established protocols and standards for accuracy and completeness.
  • Prepare regular reports on data collection and analysis outcomes, provide recommendations and feedback to dairy farmers for improving dairy farm enterprise.
  • Periodically share the reports for its effective use in decision making and strategic planning in the MDV.
  • Establish functional collaboration and support with the Milky Way project team, the Kamalamai Social Entrepreneur Women Dairy Cooperative, and local government authorities for effective data management for long term success of this initiative.
 
Capacity Building (25%)
 
  • Capacitate dairy farmers by training them in both manual and digital data recording to maintain the record of performance of dairy animals
  • Provide support to Kamalamai Social Entrepreneur Women Dairy Cooperative in establishing a sustainable system of data collection and their use. 
  • Develop training materials, conduct training sessions, and provide continuous support to ensure farmers can accurately record and maintain performance data.
  • Regularly attend self-help group monthly meetings, visit the households, and provide technical support to the farmers, ensuring they are adhering to data collection protocols and effectively managing data.
  • Identify troubleshooting issues in data entry process, provide prompt solution, and offer guidance on best practices. 
 
May perform other job-related duties as assigned (10%)
 
QUALIFICATIONS AND SKILLS:
  • A minimum of a bachelor’s degree in agriculture, Veterinary Science, Business Development, or a related field from a recognized university, along with at least three (3) years of relevant work experience.
  • Demonstrated experience in accurate data recording, compilation, and analysis, preferably in the livestock or agriculture sector.
  • Proficiency in data recording and management tools, with familiarity in software such as Excel or livestock management systems.
  • Fluent in local language and English (both spoken and written)
  • Proven ability to work independently and take initiative, combined with strong team-building and collaboration skills.
