Policy Development, Strategy and International Affairs Department
The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Senior Regulatory Policy Officer in our Policy Development, Strategy and International Affairs Department. Reporting to the Assistant Director, the Senior Regulatory Policy Officer will be responsible for assisting the Policy Development Team in meeting its objectives and performing various technical policy support activities. These activities, which the postholder will be expected to perform across all regulated financial sectors, include researching complex regulatory issues, developing and recommending possible solutions, providing advice and guidance on regulatory policy matters, and evaluating the effectiveness of the current and proposed regulatory policy.
This is a key role for the Authority and the postholder will be responsible for but not limited to:
• Providing effective and timely policy advice to management on complex and evolving regulatory issues
• Assisting in the preparation of discussion, consultation and other policy papers, along with rules, statements of principles, codes, guidance notes and other policy documents reflecting the Authority’s regulatory policy initiatives
• Leading and supporting policy and research projects relevant to regulatory policy initiatives
• Developing and applying specialised knowledge related to the regulation of financial services domestically and internationally
• Working closely with line and support areas of the Authority to provide interpretations and advice on regulatory provisions and formulate appropriate supervisory responses in particular cases
• Performing other related work and special projects as assigned in accordance with competencies normally associated with the position
This position requires a proven technical and business background, therefore, the postholder must have:
• A master’s degree or equivalent qualification in a relevant discipline (e.g., finance, public policy, policy development or economics) from a recognised university; a professional designation in a related field is also preferred
• A minimum of seven (7) years’ relevant experience within a financial services regulator or a financial services industry association or standard-setting body focused on developing international regulatory standards, of which at least three (3) years must be at a policy-setting level in the banking, trust business, financial markets, investment, digital finance or insurance sectors
• Demonstrable experience in the development and drafting of regulatory or public policy
• Exceptional written and oral communication skills and a strong attention to detail and accuracy
• Good working knowledge of relevant international regulatory standards
