Description
ActioNet has an opportunity for a Program Manager requiring a Top-Secret clearance in the Washington, D.C., metro area. Hybrid work is available. You will play a multifaceted role, be the primary Point of Contact (POC), and be responsible for successfully executing IT, cybersecurity, and infrastructure support initiatives. This role requires a strategic leader with strong project management expertise, capable of directing multi-disciplinary teams, ensuring compliance with federal regulations, and delivering high-quality technical solutions. The Program Manager will collaborate closely with government stakeholders to align program objectives with organizational goals, manage risks, and drive continuous improvement in performance and efficiency. The right candidate will work well with a team, exhibit excellent customer service skills, be self-motivated, and seek ways to improve the environment.
Salary Range: $160-190K
Duties and Responsibilities:
- Lead the planning, execution, and oversight of program activities, ensuring alignment with program objectives.
- Manage cross-functional teams, providing strategic direction, technical oversight, and risk mitigation strategies.
- Develop and maintain program schedules, budgets, and resource allocation plans to meet project milestones.
- Ensure compliance with agency regulations, cybersecurity policies, and federal IT governance frameworks.
- Serve as the primary liaison between agency and program stakeholders, contractors, and internal teams to ensure seamless communication and collaboration.
- Implement performance metrics and reporting structures to track project progress and identify areas for optimization.
- Oversee contract performance, ensuring deliverables meet quality standards and contractual requirements.
- Identify and mitigate risks through proactive planning and problem-solving strategies.
- Support workforce development, mentoring staff, and fostering a high-performance culture.
- Maintain agency security requirements, ensuring personnel meet necessary clearance and security protocols.
Basic Qualifications (required):
- Education: Bachelor’s degree in Information Technology, Business Administration, Engineering, or a related field.
- Experience: Minimum of 10 years in program/project management, with at least 8 years managing IT or cybersecurity contracts.
- Certifications: Project Management Professional (PMP) or GIAC Certified Project Manager (GCPM).
- Security Clearance: Active or ability to obtain DOE "Q" clearance.
- Proven experience managing complex IT programs within federal agencies, particularly DOE.
- Strong knowledge of federal IT policies, cybersecurity frameworks (e.g., NIST 800-53, Zero Trust Architecture), and risk management practices.
- Expertise in earned value management, cost control, and budget forecasting.
- Excellent leadership, communication, and stakeholder management skills.
- Demonstrated ability to lead teams in high-security environments and ensure compliance with federal regulations.
Preferred:
- Education: Master’s degree in Information Technology, Business Administration, or related field.
- Experience managing large-scale IT programs in a classified government setting.
- Knowledge of DOE-specific IT systems, cybersecurity policies, and compliance requirements.
- Familiarity with cloud infrastructure, DevSecOps methodologies, and enterprise architecture frameworks.
- Strong analytical skills with experience in business intelligence, data-driven decision-making, and continuous process improvement.
- Experience working with subcontractors and managing multi-vendor programs within the federal sector.
