The Proposal Manager oversees all Credible proposal activities, including managing proposal schedules and deadlines, developing proposal outline, and monitoring the progress of the proposal. The Proposal Manager will lead the development and production of proposals in concert with the Sales, Operations, and Marketing teams to produce Agency-focused proposals that are consistent with Credible Mission and sales strategy.

Overall Responsibility for the Proposal Manager:

  • Assist the Account Executive (AE) and Senior Leadership teams in managing and directing all proposal efforts.
  • Develop and implement proposal review strategies and the overall Proposal Management Plan (PMP).
  • Direct the creation and review of a proposal outline that will be used as a key document design and control medium.
  • Develop a plan for the interim and review and internal evaluation of the technical, management, and overall proposal approaches with a heavy focus on scalability and standardization.
    • Review completed proposal sections to ensure requirements are adequately addressed and RFP page limits are not exceeded.
    • Provide training and mentoring to proposal team members and individuals who periodically work on proposals.
  • Assume accountability and quality control of all deliverables.
    • Assist in analyzing the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the Agency’s issues and needs.
    • Conduct regular proposal progress status meetings and maintain the proposal schedule.
    • Conduct interim and final proposal reviews for quality and compliance.
  • Research and identify appropriate content to support business development activities.
    • Become familiar with business development activities and understand competitors and behavioral health industry trends.
    • Employs pre-proposal strategy sessions to discuss win themes, SWOTs, and competitor assessments.
  • Assist in gathering and analyzing customer insight to identify opportunities for sales/marketing campaigns.
  • Responds to technical and cost clarifications submitted by Agencies.
  • Conducts internal lessons learned among proposal team members and documents, archives, and communicates findings across the organization.


  • Bachelor’s degree required; Masters preferred.
  • Familiarity with electronic health record (EHR) software.
  • Expert writing abilities—skilled at writing clean, sales-driven marketing copy in a variety of voices, while equally expert at copy-editing. 
  • Minimum 5 to 7 years of proposal management/business development experience with demonstrated track record of success and progression of responsibilities.
  • Project management and leadership skills.

  • Ability to critically assess content quality and utility, and to drive for top-quality content and uncompromising accuracy.
  • Strong critical thinking skills and ability to quickly absorb new information to develop and articulate innovative, tailored solutions.
  • Strong interpersonal skills; able to build relationships at all levels and across organizations.
  • Proficient in MS Office applications and collaboration tools.
