Climate Finance Specialist, Country Engagement

Following the landmark Paris Agreement, countries are implementing their Nationally Determined Contributions (NDCs) for climate action. The NDC Partnership is a coalition of countries and international institutions working together to ensure countries receive the technical assistance and financial support they need to achieve ambitious climate and sustainable development targets as fast and effectively as possible.
The Partnership aims to increase alignment, coordination, and access to resources to link needs to solutions:
- Technical Assistance and Capacity Building - We support governments in defining the processes, policies, and plans required to deliver mitigation and adaptation goals, alongside other development objectives.
- Knowledge and Information Sharing - We enable countries to learn from and support each other, turning local know-how into global action through knowledge tools, case studies, peer-to-peer exchanges, and other knowledge products.
- Access to Finance - We facilitate countries in aligning their NDC goals with financial resources.
We use a country-driven approach that helps governments set priorities and connect them to available resources across our membership. The NDC Partnership Support Unit is a staff of approximately 32 individuals, jointly hosted by the World Resources Institute in Washington, DC, and the UNFCCC in Bonn, Germany.
As the Senior Climate Finance Specialist, you will develop and implement climate finance activities based on the NDC Partnership’s in-country work. Working together with the Country Engagement and Knowledge & Learning teams, you will:
- Support countries, working collaboratively with implementing and developing partners, in prioritizing and communicating their climate-related financing and investment needs to potential financing partners based on requests surfaced during in-country engagement
- Engage a diverse network of potential public and private sector partners within and throughout the Partnership’s integrated, in-country planning process
- Catalyze collaboration with and among climate finance institutions to strengthen country access to climate finance by:
- Mobilizing existing, potential members and non-members of the NDC Partnership to support finance-related requests from member countries, including national development banks, national green funds etc
- Facilitate the development of new bilateral/multilateral financial instruments or funding mechanisms to support NDC implementation
- Advise member countries and development partners in mainstreaming Partnership Plan components in bilateral negotiations for development assistance
- Raise awareness and interest of private sector investors in NDC and climate action in investment decisions through the Partnership’s country engagement process and outputs.
Serving as a subject matter expert, you will report to the NDC Partnership Support Unit’s Country Engagement Director and collaborate closely with the Knowledge & Learning Director to mainstream the finance work across the Partnership’s strategies and operations.
- Work with the Country Engagement team to shape the formulation, implementation, and evolution of national Partnership Plans from a financial need’s perspective.
- Engage the private sector (both nationally and internationally) as well as the financial players (private banks, public and regional development banks, relevant institutions etc.) throughout the planning process that leads to Partnership Plans.
- Facilitate the development of investment plans in at least five countries on an annual basis and support the preparation of investment plans for presentation at investment forums
- Collaborate with country member governments to bring investment needs to international climate finance/investment events.
- Facilitate mobilization of resources through concept note/proposal development for implementation of Partnership Plans/Request Letters.
- Coordinate with finance teams of key external stakeholders to bring Partnership Plan outputs to finance decisions, including MDBs, climate funds, Ministries of Finance, and other development partners.
- Three+ years of experience on the mobilization of climate finance from both public (e.g. working with global funds such as CIFs, GCF, GEF, etc.); and private sources
- Master's degree, or bachelor's degree with two+ years of additional experience
- Experience with the international development and climate policy context, particularly global climate finance; the evolving agenda of multilateral development banks and bilateral development finance institutions; and the variety of funds and initiatives that exist to help developing countries finance their low-carbon transitions
- Experience in originating, structuring, and bringing to approval climate change, climate finance projects
- Experience in developing project term sheets and other legal documents related to climate finance and sustainable infrastructure projects
- Fluency in project and corporate finance principles and practices
- Familiarity and experience with developing country operating and investment environments – preferably in-country experience
- Familiarity with key technical climate change issues and trends.
- Graduate degree in business/finance, economics, international relations, or management fields
- 3+ years’ work experience, preferably with a mix of private and public sector, and in project-based environments including project development, consulting, or professional services
- Strong outreach and business development capabilities: speaking and writing to business and donor audiences; proven capabilities to negotiate with investors, companies, donors, and decision-makers
- Excellent oral and written communications in English and either French or Spanish
- Strong creative and entrepreneurial spirit: proven ability to find new and impactful approaches, navigate obstacles relentlessly, and influence others’ thinking to achieve impact beyond one’s own activities
