Consultant, Power BI Specialist

Data Analysis & Technical Research Worldwide


Summary:

The World Resources Institute (WRI) intends to award one or more two-year umbrella ‘open’ contracts to build Power BI dashboards for various teams and projects across the organization as well as work with our Data Lab to set up Power BI processes and documentation for the organization. WRI will issue periodic time and materials work orders [detailing deliverables and budget] on which vendors awarded contracts through this RFP will be eligible to bid on. We are looking for individual consultants who can work directly with teams to develop project requirements and create an implementation plan in collaboration with WRI staff. In some cases, this may mean training and/or supporting WRI staff members to build dashboards themselves. Other times you may be asked to complete all the development work independently.

Program Overview:

The Data Lab exists to inspire and fuel data innovation, product development, and technical infrastructure for World Resources Institute (WRI) and our community. We help our partners use advances in data and technology to improve lives, protect nature, and ensure just transitions. The Data Lab is composed of WRI’s core Engineering, Product, and Data teams. The Data Lab supports a wider network of quantitative researchers, data scientists, and product managers embedded across the organization.

Scope of Work and Deliverables/Outputs:

The Data Lab seeks one or more consultants to support teams and across our eight (8) offices around the world to leverage Power BI for a broad set of use cases (Brazil, Colombia, China, Ethiopia, India, Indonesia, Kenya, Mexico). Our goal is to reduce the time and effort it takes to gain insight from our data and make more informed decisions as a result. This would include:

  1. Collaborating with IT and the Data Lab to improve access to Power BI across the organization.
  2. Run Power BI trainings for staff members interested in building dashboards themselves.
  3. Provide support to teams using Power BI
  4. Design data dashboards that are visually appealing, effective at helping people gain insights from the data, and leverage Power BI effectively.
  5. Create implementation plans to best utilize Power BI’s features and functionality to make them easy to use and maintainable.
  6. Building Power BI dashboards.

Consultant Qualifications:

  • At least 3+ years experience building Power BI solutions
  • Demonstrated experience designing and building data dashboards
  • Experience working as an outside consultant handling all aspects of project delivery for large, multi stakeholder organizations.
  • At least 1+ years experience running Power BI trainings, including live/online workshops.
  • Bachelor’s degree in data related field preferred

Evaluation and Selection:

The following elements will be the primary considerations in evaluating all applications submitted in response to this posting:

  • The extent to which the applicant’s proposal fulfills WRI’s stated requirements as set out in this posting;
  • Demonstrated expertise and experience with similar projects;
  • Experience with training and building clients’ technical capacity; 
  • Competitiveness of the applicant’s rates;
  • Sustainability – WRI values sustainability and all other factors being equal, will favor a proposal to more sustainably perform the work.

The consultant offering the best overall value will be selected. For this position, price and non-price aspects are considered to be of approximately equal importance.

Timing: Proposals must be submitted no later than 11:59pm ET on April 30, 2024. Applicants will be notified of decisions within approximately 14 calendar days. The estimated starting date for individual consultant contracts would be June 1, 2024, after which WRI will share the first work order. Contracts will be valid for up to two (2) calendar years. Individual work orders are likely to have a duration of 4 weeks to six months, depending on the estimated time required to complete the desired deliverables.

Compliance Requirements: Work orders may be funded by awards from a variety of funders. Depending on the terms of the award to WRI, work orders issued under the umbrella contract may be accompanied by additional terms and conditions not included in the umbrella contract. Terms and conditions in the umbrella contract may be negotiated in order to suit the nature of work requested.
