In India, we have a multi-pronged energy strategy that looks strategically at directing our tools, research, expertise, and partnerships to support India’s clean energy transition across varied economic activities like extraction, production, distribution, consumption and waste management; in ensuring universal access to reliable, affordable and sustainable electricity and minimizing energy losses and thereby contributing to energy planning and policy analysis.

About the role:
WRI India’s energy program engages national and subnational partners to accelerate energy efficiency in buildings and other sectors. One of our main focuses is to support the states in developing state specific sustainable cooling action plan by drawing inspiration from the India Cooling Action Plan (ICAP). The program encompasses mainstreaming sustainable cooling strategies across different sectors. The aim is to promote sustainable cooling practices that provide multiple benefits, such as improved comfort in buildings, increased industry productivity, and reduced food losses through cold chains.
As part of our ongoing efforts, WRI India will work in Assam to assess the cooling requirements of multiple sectors, prioritise actions and develop an implementation plan for promoting sustainable cooling interventions in buildings, cold chain, transport and industry sectors. The work demands working with state departments, local partners, and other organisations to conduct comprehensive research on the current state of cooling infrastructure and developing targeted interventions that promote sustainable cooling practices across different sectors.
You will not only achieve the goals defined under the cooling project but will also engage with city partners to develop action plans and identify interventions for decarbonizing the building sector. We are looking for a candidate who has experience working on cooling and energy efficiency related programs and is based in Assam to support the project’s activities. It is also important that you are familiar with the energy landscape in Assam and understands the local context. As part of the role, you are expected to contribute to other ongoing energy programs of WRI in the state.
How your day will unfold:
· Identify and engage with partners in the state representing different sectors relevant to the project goals. Identify partner priorities based on discussions and meetings.
· Assess challenges and opportunities for subnational government agencies to implement Cooling Action Plan, building energy codes, energy efficiency policies among others.
· Conduct research of state climatic conditions, economic activities, socio-economic factors, urbanization, existing policies, regulations, market trends, and others to assess cooling needs and opportunities for promoting sustainable cooling solutions.
· Develop questionnaires, collect data, facilitate interviews and focused group discussions for qualitative and quantitative assessments.
· Support convening of working group meetings with government, academia, private sector, and others to Identify actions for promoting sustainable cooling in the state.
· Develop blog posts, op-ed, reports and knowledge products to communicate the findings from this research through written materials, and presentations.
· Identify relevant partners and collaborate with them to organize workshops in the state to share research findings through the project.
· Under the guidance of the project manager, help track deliverables, coordination with partners, reporting to funder, monitoring and evaluation activities and any other daily task management activities.
· Travel to the main project sites based on the project needs.
Qualifications and Requirements we seek:
· Graduate or post graduate degree in science, engineering, architecture, policy, or related fields
· At least 6 years of relevant experience in clean energy programs including building sector, cold chain, environment, public policy, or energy.
· Interest and knowledge on cooling and related projects at the subnational and national levels in India
· Knowledge of the range of sustainable cooling solutions across different categories such as technology, policy, finance and operations.
· Technical expertise to analyze complex data to create insights to support project goals.
· Knowledge of data analysis tools and software is desirable.
· Knowledge and interest in national and international policy discourse around sustainable cooling, passive strategies, climate action, and building efficiency are necessary.
· Experience working in Assam -particularly with state government agencies, CSOs, academia, and the private sector is necessary.
· Technical and quantitative skills and some training in research methods are desirable. Experience conducting cost-benefit analysis is an asset.
· Strong ability to communicate clearly and effectively in conversation and writing, including professional-quality writing for research and communications products
· Willingness to travel on short notice when needed by the project.
· The ability to respond to urgent requests from the team is an asset.
· Ability to work cooperatively with others; to demonstrate flexibility in fulfilling assignments
· Fluency in English and Assamese. Proficiency in other languages is desirable.
Location: Assam, India
Duration: 2 years as term hire extendable based on performance and project requirements.
Salary and Benefits: 1100000-1300000 INR CTC Per annum
Salary shall be commensurate with experience and skills. WRI offers a generous and comprehensive benefits package.
