Consultant as Communications Specialist for Bali Project Management Office (Bali based)
Program Overview
Legally established in early 2014, WRI Indonesia builds on WRI’s global 20-year history in the country and the official establishment of WRI Indonesia office has strengthened our impacts on the ground in recent years. Our works are divided into terrestrial (forest, food, and land use) and non-terrestrial (climate, energy, cities, and the ocean) portfolios.
One of the initiatives under the nexus of energy, cities and transport is called: Bali Climate and Green Development programme. The Bali Climate and Green Development Initiative is a five-year program on the decarbonization of Bali through renewable energy transition, e-mobility, and climate entrepreneurship and leadership to achieve Bali Net-Zero Emission in 2045. The initiative is a collaborative effort between implementing partners within a Project Management Office (PMO), which will synergize Bali local actors and stakeholders in accelerating the clean energy transition, implementing electric vehicle, and strengthening the local communities’ involvement in the green development agenda.
World Resources Institute (WRI) Indonesia, Institute for Essential Services Reform (IESR) and New Energy Nexus , and CAST Foundation have co-designed a multi-year’s program for Bali Climate and Green Development Initiative with our local actors and partners in Bali, to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment, while at the same time providing a strong foundation for Bali Net-Zero Emission goals by 2045 and contributing to national climate targets. This project’s theory of change is adapted from the program to ensure synergy and collaboration between partners to achieve our overarching goal.
One of the initial steps taken to start this program is to develop the communications strategy of the Bali Climate and Green Development Initiative. WRI Indonesia, IESR and New Nexus Energy, CAST Foundation, as well as the implementing partners of Bali PMO/ Koalisi Bali Emisi Nol Bersih have identified three main stages in communication strategies, to be implemented throughout the period of the project:
- Building Awareness: Strengthen the Bali PMO/ Koalisi Bali Emisi Nol Bersih's identity as a collaborative platform for non-state actors to advance energy decarbonization and climate solutions in Bali.
- Strengthen Reputation: Showcasing the Bali PMO/ Koalisi Bali Emisi Nol Bersih's role in advancing climate solutions for Bali, as well as taking the lead on climate solutions in Indonesia.
- Gain Trust: Gaining trust on the forum as the leading collaborative platform for climate solutions in Bali and Indonesia.
To support and manage the implementation of the communication strategies, Bali PMO/ Koalisi Bali Emisi Nol Bersih would like to engage with a Communication Specialist based in Bali.
Job Highlight
The Communications Specialist will support WRI Indonesia by developing and implementing communications activities as well as communication products based on the communications strategies developed together with the partners (IESR, New Nexus Energy, and CAST Foundation), while managing multiple communications channels (such as website, social media, blog, publications, media relations, and events), and ensuring smooth and responsive communications coordination among partners and stakeholders.
This position will report directly to WRI Indonesia’s Communications Manager while working closely with other coalition members’ communications managers, and a day-to-day coordination and supervision from Senior Lead, Bali Programme Management Unit.
The post holder will be based in Bali with office-flex working arrangement and required to do frequent mobility around Bali. What You Will Do
Strategy
- In coordination with the Koalisi Bali Emisi Nol Bersih’s partners’ communications managers, program managers and/or project leads, including Bali PMO/ Koalisi Bali Emisi Nol Bersih’s partners, to support and manage communications strategies and plans implementation, which includes report development, event management, press conferences preparation and supervision, and building news opportunities including supporting the development of media content through concise messaging to advance impact;
- Work closely with the Senior Project Leads of Bali PMO/ Koalisi Bali Emisi Nol Bersih and the team, and responding to program needs, identify the coalition’s visibility materials for production; support the development, design and implementation of communication vehicles and material including but not limited to advertisements, brochures, etc.;
- In coordination with the Koalisi Bali Emisi Nol Bersih’s partners’ communications managers, program managers and/or project leads, including Bali PMO/ Koalisi Bali Emisi Nol Bersih’s consortium members to support clear advocacy/ campaign strategies for each thematic sector at all levels and ensure that advocacy plans throughout the program are compatible, consistent, and effectively delivered.
Outreach
- Manage the implementation of developed outreach strategies;
- Develop and maintain key media contacts, including local, national, and international medias to strengthen and showcase the Bali PMO/ Koalisi Bali Emisi Nol Bersih's identity as a collaborative platform for non-state actors to advance energy decarbonization and climate solutions in Bali.
- Support media outreach to traditional & new media. Assist with proactive outreach such as pitching, research, handling incoming requests, and monitoring daily news coverage;
- Support outreach to partners and stakeholders via email communications, events, and other opportunities;
- Develop ideas, write, and edit a variety of internal and external materials, such as blog posts, media materials, newsletters, op-eds, website content, and more;
- Manage contact database;
Online Engagement
- Initiate, update, and maintain website content;
- Optimize WRI Indonesia’s websites and social media pages, or other platforms related to, used, or owned by Koalisi Bali Emisi Nol Bersih to increase the visibility of content through – but not limited to - search engine optimization;
- Expand and build meaningful interaction with virtual communities and network users as well as maintain a social media presence, including Instagram, X, Facebook, and LinkedIn;
- Create monthly editorial calendars and editorial plan for all Koalisi Bali Emisi Nol Bersih’s social media activities;
- Create appealing visuals to be disseminated on social media;
- Generate, edit, publish, and share daily content (text, images, video) that builds meaningful connection and encourages Koalisi Bali Emisi Nol Bersih’s community to take action;
- Disseminate newsletter or other email pitches to Koalisi Bali Emisi Nol Bersih’s target audiences or subscribers (once the newsletter has been set up);
- Develop strategy to boost subscribers for Koalisi Bali Emisi Nol Bersih’s newsletters;
- Assist in monitoring analytics of website and social media.
Support
- Provide materials that support the development of proposals and presentations;
- Monitor and support the publications process, including outreach planning, production, and distribution;
- Support and manage Koalisi Bali Emisi Nol Bersih-related events;
- Support and promote the institutional development and program of Koalisi Bali Emisi Nol Bersih as needed.
What You Will Need
Education:
Bachelor's degree in communications, public relations, journalism, social sciences, or related fields; or university degree in communications, public relations, journalism, social sciences, or related fields combined with a specialized experiences in similar organizations.
Experiences:
- Professional experiences of min. 4 years in communications, public relations, or journalism.
- International experiences or prior work in a global organization preferred.
- Experiences in social media management and how to use it to impact audiences.
- Experiences in working with reporters or members of the media and established media contacts.
- Experiences and proven ability to communicate effectively with Indonesian government officials.
- Interest and experiences in urban development, energy, or other climate-related issues in Indonesia preferred.
- Articulate, versatile, highly skilled writer with professional writing experience (professional clips or writing samples preferred).
- Social media savvy with the ability to properly utilize each channel for best impact to targeted audiences.
- Ability to work effectively within a tight deadline in a fast-paced office environment, both independently and as part of a global team.
- Excellent inter-personal communication skills, including the ability to encourage collaboration with other programs, international offices, and partners.

- Fluency in both Bahasa Indonesia and English, with a strong emphasis on written and spoken communications (additional language skills are welcome);

Deliverable
Monthly consolidated report on delivery, achievement and lessons learned. Other deliverables include but not limited to:
- Bali PMO or Koalisi Bali Emisi Nol Bersih's communications strategies development and implementation report
- Bali PMO or Koalisi Bali Emisi Nol Bersih’s communication products and activities implementation, including the analysis report of each activity.
- Communications materials development such as media article, press release, blog, op-eds, website content, slide deck, video (in coordination with third party), other communication channels as assigned
- Minutes of meeting from the stakeholders' engagements undertaken during the course of the project
- Draft social media content, as assigned
Terms of Payment
Daily rate-based consultant with maximum of 18 (eighteen) working days per month on average.
Contract Arrangement
Individual consultancy contract (Part-time, limited term)
