What You Will Do:

The Blood Bank Clinical Manager is responsible for the oversight of the Blood Bank department including patient result reporting, quality control, quality assurance, and compliance with accreditation standards.
Responsibilities and Duties
Directs and oversees the technical functions within the blood bank including responsibility for regulatory compliance and system updates for the clinical specialty area of blood bank.
Responsible for all CLIA duties of a Technical Supervisor for blood bank.
Oversees day to day operations of the blood bank laboratory.
Directs the administrative functions and customer service related to blood bank and transfusion services.
Develops policies/procedures, oversees training programs, administers budgets, recommends capital equipment purchases, and ensures department meets established laboratory and hospital objectives and complies with regulatory guidelines.
Responsible to ensure Quality Assurance and compliance with federal regulations and certifying agencies including CLIA, CAP, FDA, JCHAO, VA & WV State Requirements, and all others that pertain to the blood bank laboratory.
Responsible to ensures continuous preparation for inspections, maintenance of accurate records, procedure manuals, record storage and monitors results of proficiency testing.
Responsible for planning, preparing and monitoring associated with the capital equipment, operations and personnel budgets for the department.
Develops criteria for vendor bids and recommends vendor selection.
Responsible for the financials of the department with regular reviews of year-to-date expenses and variances. Investigates and justifies variance and implements corrective actions.
Leads the development of goals and objectives for the blood bank laboratory.
Analyzes laboratory department strengths, weaknesses, opportunities and constraints to direct resources to accomplish objectives.
Responsible for department level succession plan.
Reviews and updates job descriptions.
Manages retention and recruitment.
Directs employee performance; addresses problems by listening to employees and providing employees with feedback, identifying ways to develop skills to perform their job effectively.
Develops department policies/procedures in accordance with the hospital and regulatory agencies.
Responsible to ensure staff orientation and continuing education activities are provided for employees which address employee safety, infection control, job training and leadership development.
Responsible to implement operational changes to improve the quality and efficiency of the blood bank laboratory.
Prepares reports identifying quality improvement and laboratory accomplishments, prepares operational, statistical reports for regulatory agencies, productivity monitoring and benchmarking activities.
Serves as a member of hospital and departmental committees to include but not limited to Blood Utilization Review Committee and Massive Transfusion Protocol
Designs laboratory forms related to patient test requests and reports.
Is Subject Matter Expert for blood bank and transfusion services on laboratory and hospital committees, and serves as liaison between laboratory and patients, physicians, nurses, staff and other institutions.
Performs, delegates, and oversees equipment maintenance; ensure maintenance is completed on schedule and with appropriate documentation.
Responsible for resolving technical and department operational problems and ensures appropriate corrective action is performed and documented.
Provides departmental support for LIS, Quality Assurance, and Education initiatives for the blood bank department.
Responsible to maintain adequate inventory of supplies to ensure continuity of service.
Provides support to Valley Health hospital clinical laboratories related to blood bank and transfusion services.

What You Will Bring:

Education

Bachelor's degree in Clinical Laboratory Science or Chemical, Biological, or Physical Science required.
Master’s degree preferred.

Experience
5 years of Blood Bank experience required, 8 years of experience preferred.
2 years of experience as a Blood Bank Supervisor required. 4 years of supervisory experience preferred.
1 year of laboratory experience in high complexity testing for the specialty of immunohematology required.
Experience in a high-volume hospital clinical laboratory setting preferred.
Experience in a blood bank reference lab desired.

Certification & Licensures
ASCP or equivalent board certification required
Specialist in Blood Banking (SBB) certification preferred

Qualifications
Excellent verbal and written communication skills required.
Ability to mentor/supervise staff required.
Demonstrates knowledge/competency in providing service to patients of all ages including neonate, child, adolescent, adult and geriatric required.
High degree of computer literacy, including statistical and network applications; knowledge and ability to use laboratory/hospital information systems.
Proven ability to use computers for data entry, data retrieval, word processing, database, spreadsheet, e-mail, statistical and network applications.
Thorough knowledge of laboratory methods using independent judgement to demonstrate knowledge of blood banking and transfusion services.
Thorough knowledge of laboratory accreditation and regulatory compliance requirements.
Thorough knowledge of laboratory billing guidelines.
