What You Will Do:

The Senior Director of Safety, Security & Emergency Management is responsible for the administrative and operational oversight of the healthcare system's Safety, Security and Emergency Management departments. Reports directly to the Vice President, Facilities, Safety and Supply Chain. This position is based in Winchester with system-level responsibility and regular reporting to Executive Management Team, Senior Management Team, Regional Management Teams, and various committees, i.e. PIC, QMAC, etc.
Provides oversight to the operational Directors of Safety, Security and Emergency Management in the development of plans and programs to ensure a safe and functional environment of care is maintained at all VHS facilities including Acute Care and Ambulatory, and emergency preparedness plans and programs are in place for all VHS facilities including Acute Care and Ambulatory. Provides oversight to the Corporate Operations Director, Security (WMH, SMH, PMH, WAR, HMH) in the development of plans and programs to ensure the safety and security of all patients, employees, medical staff, visitors and vendors within VHS facilities and properties. Provides oversight to the Manager, Security (WMC) in the development of plans and programs to ensure the safety and security of all patients, employees, medical staff, visitors and vendors within VHS facilities and properties.
Responsible for the preparation, oversight, and management of Strategic Goals, Operational Budgets, and Capital Budgets for the VHS Safety, Security and Emergency Management departments. Oversees, and ensures that all VHS hospitals and business entities maintain a state of compliance readiness with regard to TJC, CMS, OSHA, DEQ, DEP,EPA and other State and Federal requirements as required within the Environment of Care, Security and Emergency Preparedness areas of operation. Operationalizes goals and plans, and establishes tools and methods to monitor and assess compliance with expectations for Continuous Performance Improvement in all assigned areas.
Initiates, Develops, Directs and Oversees and ensures compliance with functional/departmental programs such as training, staff development, customer service initiatives, regulatory compliance, quality assurance and permit programs, vendor/contractor administration and management, and other responsibilities as assigned. Responsible for the oversight and approval of the Environment of Care Management Plans, the Hazard Vulnerability Analysis, the Emergency Operations Plan, the Business Continuity Plan, the Annual Evaluation of the Environment of Care Program, the Annual Evaluation of the Emergency Management Program, and all related and supporting hospital and system policies.
Responsible for the facilitation of the VHS Safety Steering Committee, to ensure the communication and coordination of all system level safety initiatives with each of the six VHS Hospitals and maintains critical relationship between the role and the clinical operations. Ensures the escalation of individual or multiple hospital support needs to the system steering committee and is tasked with maintaining safety-related situational awareness for all hospital leadership teams.
Reviews, Recommends and Administers contracts related to the Safety, Security and Emergency Management Departments for staffing, equipment services, grants etc. to ensure compliance and maintain fiduciary oversite of same.
Consults with VH Department Leaders when issues of Safety, Security and Emergency Management arise and provide recommendations for resolution and improvement of process and policies. Implements and manages a risk assessment program for all VH facilities to ensure minimum safety, security and EM standards are meet and maintained.
Responsible for establishing, maintaining, and the continuous improvement of an operational relationship with local city, county, state and federal agencies to include, EMS/FD, Police, Sheriff's Office, VDH, VHHD, and VDEM in order to develop and establish MOU's, response plans and protocols in support of all VHS Hospitals and Business Entities.
Responsible for maintaining a partnership with the Northwest Region Hospital Coalition, and all Virginia based VHS Hospitals for the purposes of developing and maintaining Mutual Aid Agreements, Memorandums of Understanding, and management of the annual Federal ASPR Grant funding process. Responsible for maintaining a partnership with West Virginia Emergency Preparedness Regions 8 and 9, and all West Virginia based VHS Hospitals for the purposes of developing and maintaining Mutual Aid Agreements, Memorandums of Understanding, and management of the annual Federal ASPR Grant funding process.

What You Will Bring:

Education

Bachelors in Healthcare, Safety, Security, Emergency Management or related field required*
*or 15 years in a management level in Healthcare Security, Safety and Emergency Management with 10 years as a department/program leader in lieu of degree

Experience
10 years of experience in Healthcare required
Five or more years of experience at the Director, Corporate Director or Executive Director level, with simultaneous administrative and operational oversight for two or more hospital departments required
Previous Hospital Safety Officer experience preferred
