Program Overview
RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.
Position Overview
RIVA Solutions is seeking a Senior Windows / Azure Administrator to provide expert-level systems administration and cloud infrastructure support under the NTIA ISCOM contract. The Senior Administrator will oversee the management, optimization, and security of hybrid Windows and Azure environments. This role requires advanced knowledge of enterprise Windows Server management, Azure cloud administration, and system hardening best practices. The Senior Administrator will also serve as a technical mentor and escalation point for junior administrators, playing a critical role in maintaining operational excellence and compliance with federal IT standards.
Core Responsibilities
- Lead the administration and optimization of Windows Server and Azure environments supporting mission-critical systems.
- Manage enterprise Active Directory (AD) and Azure AD domains, including Group Policy, authentication, and identity lifecycle management.
- Oversee configuration, deployment, and maintenance of virtual machines, storage, networking, and hybrid cloud integrations.
- Serve as an escalation point for complex system and infrastructure issues across on-premises and cloud environments.
- Develop, document, and enforce standards for system configuration, maintenance, and patching.
- Implement and monitor system performance metrics, capacity planning, and resource utilization.
- Conduct system hardening and ensure compliance with DISA STIGs, NIST, and other federal cybersecurity standards.
- Coordinate with cybersecurity, network, and engineering teams to support ATO packages, vulnerability remediation, and security audits.
- Support migration and modernization projects, including on-prem to cloud transitions, version upgrades, and automation efforts.
- Lead and mentor junior administrators, providing training and guidance to strengthen team capabilities.
- Maintain detailed technical documentation, runbooks, and system configuration baselines.
- Participate in change control, incident management, and operational review meetings.
- Respond to after-hours system alerts, outages, or maintenance windows as needed.
Minimum Qualifications
- Bachelor’s degree (BS/BA) in Information Systems, Computer Science, or a related discipline.
- Minimum of 8 years of experience in Windows and/or Azure systems administration.
- U.S. Citizenship required.
- Active Secret or Top-Secret clearance.
- Proven experience managing enterprise Windows infrastructure, including AD, GPOs, and file/print/DNS/DHCP services.
- Expertise in Azure administration, including Azure AD, networking, and virtualization.
- Strong understanding of PowerShell scripting and task automation.
- Demonstrated ability to lead projects, resolve complex issues, and drive system improvements.
- Experience with patch management, backups, monitoring, and performance tuning.
Preferred Qualifications
- Advanced certifications such as Microsoft Certified: Azure Administrator Associate (AZ-104), Microsoft 365 Certified: Enterprise Administrator Expert, or MCSA/MCSE.
- Prior experience supporting Department of Commerce, NTIA, or other federal civilian agencies.
- Knowledge of Intune, Endpoint Manager, or other enterprise management platforms.
- Familiarity with Azure Governance, role-based access control (RBAC), and cost optimization practices.
- Experience with automation and Infrastructure-as-Code (IaC) tools such as Ansible or Terraform.
- Strong interpersonal and communication skills, with the ability to lead teams and interface with program stakeholders.
Salary
Up to $150,000 depending on experience.
