Summary:
The Project Controls Manager II manages cost tracking and forecasting, contract management and change order control and quantity surveying, especially on Bill of Quantities (BOQ) Projects and drives successful project delivery, supporting solar, energy storage, wind, transmission and distribution. This position works in close partnership with the Construction Project Management team to ensure that projects are delivered safely, on time and on budget. Areas of responsibility include cost control, cost reporting, forecasting, financial reporting, performance measurement, earned value analysis, contract management, subcontracts compliance, invoice management, change management, and risk analysis. This position assists project leadership with client relationship management, as well as coaches and mentors project controls aligned staff.
Requirements:
Manages the Cost Control Process:
- Supports Estimating during budget setup, following standard WBS and cost code structure.
- Develops and manages project cost reports.
- Forecasts and analyzes trends, develops estimate to complete costs, analyzes commitments.
- Provides Cost Variance Analyses and variance to budget and the prior forecast.
- Provides Earned Value Analysis by tracking progress and measuring performance.
- Utilizes Cash Flow Models with cash flow analysis and preparation.
- Supports Change Management by tracking and analyzing project changes to budget and scope, facilitating the change management process.
- Supports Subcontractor Change Management by reviewing subcontractor changes and assessing impact to overall budget and forecast.
- Provides Risk Analysis by assessing and evaluating project risk at the funding stage and throughout project execution, compiling data and risk analyses.
Administers contracts:
- Demonstrates extensive knowledge of prime contract and subcontracts and identifies all gaps, risks, opportunities and deliverables.
- Resolves issues with contracts and subcontracts.
- Maintains a complete understanding of all contractual obligations, and ensures executed agreements and contracts are in place.
- Produces change orders and liaises with counterpart in client organization to ensure change orders are processed and approved by the client.
- Reviews subcontractor progress and performance and supports payment applications.
Supports Project Manager with reporting process:
- Collects data necessary for daily/weekly/monthly of work completed.
- Participates in daily and weekly status and progress reports of construction on site.
- Creates the weekly and monthly Project Cost reports and presents alongside the Project Manager.
Understands impacts of Scheduling on the cost control process:
- Reviews and understands schedule as it ties to contractual milestone dates.
- Assesses risks and makes recommendations for risk mitigation and contingency management.
- Supports development and implementation of project execution plan.
Assists with Client Relationship Management:
- Assists Construction Director and Project Manager in client negotiations as they relate to executing contracts and change orders.
Provides Project Controls Coaching and Mentoring:
- Coaches other project controls staff, Project Controls Manager I, Project Accountant, Cost Administrators, including best practices for managing contract issues and handling daily issues and tasks.
- Directs, guides, and coaches Project and Field Engineers to ensure activities on site are understood and following established processes through quality checks.
- Follows processes for systems and communication lines on site and ensure implementation is consistent.
- Operates Company aligned vehicle on project sites and business trips.
- Attends work regularly and punctually, as scheduled or expected.
- Complies with the Employee Handbook, Code of Conduct, and Company Policies & Procedures.

Qualifications:
- Bachelor’s degree in business, finance, engineering, construction management, accounting, or 8 years’ related experience required.
- 8 or more years’ equivalent construction experience required.
- Ability to travel domestically up to 50% required.
- Strong interpersonal skills and ability to build relationships.

- Advanced Microsoft Office Suite (Excel, Word, PPT, Outlook, Visio, cost databases).
- Intermediate experience with job costing or accounting software – knowledge of Business World, Procore, HeavyJob and HeavyBid an advantage.
- Intermediate experience with Primavera P6.
- Understanding of safety and OSHA requirements.
- Functional competencies in accountability, attention to detail, prioritization, business acumen, and collaboration.
Anticipated base salary range: $120,000 to $141,000
The final agreed upon compensation is based on individual education, qualifications, experience, and work location. This position is bonus eligible.
