SUMMARY

Under the administrative supervision of the Regional Director and the clinical direction of the Director of Clinical Practices & Strategic Initiatives, the Clinical Practice Manager is responsible for the overall management, program integrity, planning, coordination, program auditing, clinical management, customer relations and other administrative functions at identified locations. 

This position supervises managers, supervisor and provides Clinical Supervision to all Behavioral Health Clinicians, Peer Support Specialists, and other clinical services staff.  WAC 246-341-0200 defines "Clinical supervision" as regular and periodic activities performed by an appropriate level of professional for clinical staff. Clinical supervision includes review of assessment, diagnostic formulation, treatment planning, progress toward continuation of services, authorization of care, and the direct observation of the delivery of clinical care.

This position supports the Residential Services Division of Pioneer Human Services by ensuring the provision of quality and cost-effective behavioral health services.

 

WHAT YOU'LL DO

Program Oversight and Service Delivery

  • Provides evidence-based and /or promising services through counseling, problem-solving and case management services based upon identified treatment needs specified in the client’s Individual Service Plan and in accordance with agency policy, incumbent’s education, training and certification.
  • Diagnoses Mental Health disorders in accordance with the most recently published Diagnostic and Statistical Manual (e.g. DSM-5) and ASAM requirements
  • Conducts and approves Admission/Discharges.
  • Oversees the assessment of the appropriateness of all clients in program.
  • Compliance with treatment documentation and filing requirements according to WAC, agency, and funder policies. 
  • Ensures complete and accurate documentation of all activities including, but not limited to: case files and records, progress notes, case plans, reports, case summaries and billing information on a professional, self-directed basis.
  • Supervises the intake assessment process.
  • Supervises all discharge and continuing care planning procedures.
  • Provides direct treatment services to clients in accordance with WAC regulations, accreditation, and or contracting entities.
  • Oversees the design and provision of all educational, therapeutic, and case management services.
  • Monitors treatment and continuing care-planning system.
  • Supervises and monitors the delivery of services by contract agencies.
  • De-escalate on-site crisis.
  • Interacts and corresponds with in-house treatment team and staff, community partners, as needed, in support of treatment.
  • Participation in regular on-call rotation to provide 24-hour crisis coverage (both on the phone and in-person)
  • Provides information presentations to enhance program image and further integrate the program within the community-at-large.

 

Fiscal Responsibility

  • Prepare program payroll and obtain checks from PHS Operations Center.
  • Prepare monthly invoices and reports as requested for all contract providers.
  • Maintain all database management.
  • Assist the Regional Director in the preparation of the yearly budget and maintain as such.

 

Communication and Teamwork

  • Attendance at shift/staff meetings and active participation in planning, coordination and communication of all types, which will contribute to the delivery of quality professional services.
  • Chairs interdisciplinary team meetings.
  • Attends administrative staff meetings.
  • Assists and consults with other healthcare providers as needed.
  • Assists other support providers, e.g., police, EMT's, and ambulance personnel as needed.
  • Integrates knowledge by thinking through and planning the most professional, therapeutic reaction or intervention in any given client care situation.
  • Provides written and documentation of observations in daily notes and in accordance with program policy and procedure.
  • Provides a safe and healthy environment, which includes maintaining, cleaning, and disposal of equipment and supplies according to policy and procedures.
  • Promotes and models teamwork and collaboration with co-workers
  • Interacts with community partners, as needed, in support of treatment.
  • Provides consultation and educational presentations on behalf of the agency and program, and engages in other activities that contribute to the field of outpatient treatment.
  • Engages in clear, consistent, and professional communication with all residents, program staff, service providers and community members.

Clinical Training and Development

  • Actively Participates in agency supervision and look for ways to improve upon Evidence Based Practices necessary for this job.
  • Participates in Clinical supervision in accordance with WAC/RCW requirements, including receiving supervision to adhere to the fidelity of an EBP.
  • Obtains other training required by WAC and in accordance with annual training plan.
  • Engages in ongoing program planning and development
  • May be asked to assist with prepping and serving meals to clients. May require assisting with clean up after meal service.

 

Quality Assurance

  • Maintains quality of care consistent with or exceeding standards set by State of Washington regulations, and any other accrediting and/or contracting bodies with whom Pioneer Human Services may be contractually or otherwise committed to in so far as the delivery of services are concerned.
  • Assists in the development of treatment methodologies and educational offerings in accordance with client needs as determined by Program leadership.
  • Adheres to professional and ethical standards for Substance Use Professionals, Mental Health Professionals and organizations.
  • Participates in data gathering activities as directed.
  • Follows all policies, procedures ensuring personal, and client safety.
  • Provides professionally written documentation and correspondence.
  • Completes assigned file audits to ensure quality of documentation and services
  • Works in collaboration with program leadership and PHS Quality Improvements and Risk Management (QIRM) Department to develop program policies and procedures.
  • Establishes and/or modifies policies and procedures that maximize the safety and welfare of the clients, staff, and visitors to each program.

 

Resource Deployment

  • Oversees and supervises assigned staff.
  • Implements personnel management processes pertaining to recruitment, selection, orientation, training, supervision and evaluation of program staff, volunteers, and student interns.
  • Ensures that Clinical staff meet and maintain credentialing requirements and assists in the review of clinical privileges in conformance with any clinical privileging procedures.
  • Assists with the negotiation of purchase of service contracts, as directed.
  • Orients consultants under contract to program as directed.
  • Ensure training and accurate use of the electronic health record- work with electronic health record administrator as necessary
  • Assists in the resolution of staff conflicts.
  • Participates in personnel matters pertaining to the selection, orientation, training, supervision, and evaluation of Clinical staff.
  • Institutes corrective action plan when appropriate.
  • Completes 90-day reviews and annual performance evaluation thereafter.
  • Provide new resident orientation.
  • Ensures adequate and appropriate staffing
  • Ensures MH group/class are covered.
  • Provides oversight and monitoring for all tasks and duties assigned to staff.

Performs other duties as assigned

 

QUALIFICATIONS:
REQUIRED

  • Master’s Degree or higher in Behavioral Health, Human Services, or similar field OR
  • Bachelor’s degree in Behavioral Health, Human Services or similar field AND meets requirements for SUDP supervisor per WAC 246-811-049 including valid licensing with the Washington State Department of Health.

AND

  • Current/Active license with the Department of Health as a Substance Use Disorder Professional (SUDP) and/or Licensed as an independent Mental Health license in the State of Washington. 
  • Meets qualifications to be an Approved Supervisor per WAC 246-809-234.
  • At least 2 years’ progressive people leadership and supervisory experience post licensing as a SUDP or a fully licensed Behavioral Health Clinician.
  • Previous demonstrated experience in program development and state licensing, including continuing education in management, crisis stabilization services, and substance use disorder treatment.
  • Valid Food Handler's permit within one week of hire.
  • CPR/First Aid Certification within 90 days of employment & throughout employment.
  • Valid Washington State driver's license.
  • Employees who operate their own or PHS vehicles on PHS business, must have a safe driving record as defined by PHS.
  • Employees who operate their own vehicle(s) on PHS business must carry auto liability insurance that complies with the requirements of PHS.
  • Must satisfactorily pass tuberculosis (TB) test

 

PREFERRED/DESIRABLE

  • Co Occurring credentials and 2 years acceptable supervisory and/or relevant experience in the human services, health care, mental health or substance use disorder field.
  • Meet the MHP qualifications.
