Description
The Construction Director plays a pivotal role in overseeing and managing all aspects of a capital construction program, renovation projects and new hospital construction projects within Palomar Health's District. This position involves collaborating with a multidisciplinary team of professionals, including outside consultants, construction managers, contractors, architects, and state officials, to ensure the successful execution of complex healthcare facility projects. The Construction Director reports directly to the Vice President of Facilities and Construction and is responsible for delivering a high-quality construction program that meet all regulatory requirements, adhere to budget constraints, and align with Palomar Health's strategic goals.
Key Responsibilities:
1. Project Oversight: Direct and manage all phases of hospital renovation and construction projects, ensuring they are executed on time, within budget, and in compliance with applicable codes, guidelines, and regulatory requirements.
2. Regulatory Compliance: Collaborate with local and state agencies, including the Department of Health Care Access and Information (HCAi), to obtain project approvals and licensing. Maintain excellent relations with HCAi Area Compliance Officer, State Fire Marshal, California Department of Public Health (CDPH), and other local and state officials.
3. Team Coordination: Coordinate and direct information flow among external consultants, in-house personnel, and project teams to facilitate decision-making processes, project development, and adherence to schedules while controlling costs.
4. Supervisory Support: Provide supervisory support to a team of Project Managers within the construction department. Guide, and oversee the work of Project Managers, ensuring adherence to strategic goals, guiding professional development and effective communication to project stakeholders.
5. Construction Expertise: Utilize extensive construction knowledge and skills to support strategic decision-making in planning and constructing healthcare projects valued at up to $200 million.
6. Contractor Management: Oversee and direct construction management firms, general contractors, architects, design consultants, inspectors, and other specialty consultants to ensure project success.
7. High-Performing Teams: Implement integrated project delivery and high-performing team tools to effectively manage project teams, provide exceptional customer service, and achieve desired project outcomes.
8. Budget and Schedule Control: Manage the construction program and projects concurrently while paying specific attention to operational vision, budget constraints, and project timelines.
9. Uniform Approach: Assist in developing a standardized approach to managing small and large capital projects, including quality and design standards, scheduling, budgets, and project strategy. Work to implement this approach within the construction department to support organizational goals.
10. Stakeholder Engagement: Collaborate directly with clinical and administrative leaders to understand operational needs and coordinate projects involving specialized medical equipment in an acute care hospital environment.
11. Communication: Maintain effective communication with contractors, architects, engineers, and state officials regarding project coordination, costs, schedules, and regulatory compliance.
12. Reporting: Prepare departmental status reports and ensure that plans, field conditions, and construction adhere to contract specifications and state regulatory requirements.
13. Problem-Solving: Use experience and judgment to identify and address project challenges, expedite HCAi clarifications, requests for information, bulletins, and field change orders efficiently, and provide advice on increasing construction productivity while ensuring regulatory compliance.
14. Field Tasks: Assign field tasks to Construction department project managers to support project goals and objectives.
15. Adherence to Policies: Follow Palomar Health's rules, policies, procedures, applicable laws, and standards. Uphold the organization's mission, vision, values, and quality commitment.

Job Requirements

Minimum Education: Bachelor's Degree in healthcare-related construction and/or design or equivalent combination of education and experience relating to construction or project management
Preferred Education: Bachelor's Degree in Project Management, Business or related field
Minimum Experience: 5 -7 years healthcare-related project or program management experience, ability to review, interpret and evaluate planning and design directly related to the requirements of the California Department of Public Health (CDPH)
Preferred Experience: 7-10 years healthcare-related project or program management experience, ability to review, interpret and evaluate architectural planning and design documents directly related to the requirements of the California Department of Public Health (CDPH)
