This is a rare and exciting opportunity to step into a newly created Business Intelligence Analyst role and build a trusted, departmental level data and analytics capability from the ground up within Paramedic Standards and Compliance.

 

In this role, you will move beyond reporting to become a key architect of how data is captured, governed, analyzed, and transformed into meaningful insights. You will design highly reliable dashboards, develop robust data models, and create a complianceready analytics framework that supports planning, forecasting, and operational decisionmaking across the organization.

 

With a high degree of autonomy and ownership, you will lead the selection and optimization of data systems for asset and fleet management, strengthen technical records management, and ensure data integrity in a regulated environment. Working closely with internal partners including Decision Support, you will build strong relationships, ensure alignment across teams, ensure alignment with the enterprise data strategy and help position Ornge for the future through accurate, actionable intelligence.

Key Accountabilities:

Data Analysis, Insights & Forecasting

  • Develop and maintain key performance indicators (KPIs) related to operational equipment, fleet and asset availability, consumables, maintenance costs, and lifecycle forecasting.
  • Analyze complex datasets to identify trends, risks, and opportunities, translating data into actionable insights that support operational readiness and resource allocation.
  • Collaborate with internal partners to define data requirements, metrics, variances, and interpretations to ensure consistency and clarity across reporting.

 

Dashboards, Systems & Program Development

  • Design and build dashboards and reporting solutions from the ground up, ensuring they are accurate, reliable, and decisionready.
  • Lead or support the selection, implementation, and integration of data systems supporting asset and fleet management, with a focus on scalability and data quality.
  • Develop and maintain a structured data and analytics framework, including data models, algorithms, process flows, and governance standards.

 

Reporting & Regulatory Compliance

  • Deliver timely, accurate, and compliant reporting for internal stakeholders and external regulatory bodies.
  • Prepare and support submissions to the Ministry of Health (MOH) and Accreditation Canada.
  • Assist with reporting and data coordination related to Health Canada recalls and compliance activities.

 

Data Quality & Technical Records Management

  • Establish and maintain data quality standards, audits, and validation processes to ensure accuracy, reliability, and regulatory compliance.
  • Manage and audit technical records in accordance with manufacturer requirements, regulatory standards, and organizational policies.
  • Recommend and implement automation and system improvements that enhance data quality, efficiency, and usability.

 

Collaboration & Relationship Building

  • Work closely with Decision Support, Operations, and other internal partners to ensure data alignment, integration, and shared understanding.
  • Build strong, trustbased relationships that support crossfunctional collaboration, consistency in reporting, and enterprisewide insight generation.
  • Communicate complex technical and analytical information clearly to a range of audiences.

 

Qualifications:

  • Bachelor’s degree in Computer Science, Statistics, Engineering, Data Analytics, or a related discipline, or an equivalent combination of education and experience.
  • 3–5+ years of experience in business intelligence, data analytics, or reporting roles, preferably within a regulated environment.
  • Demonstrated experience building or significantly evolving a data, analytics, or reporting program from the ground up.
  • Experience with technical records management, compliance reporting, and asset or fleet tracking systems, including data governance and retention practices.
  • Advanced technical skills in SQL environments and business intelligence tools such as Power BI, SSRS, SSMS, or similar platforms.
  • Strong experience developing dashboards, KPI frameworks, and analytical models to support forecasting, planning, and decisionmaking.
  • Knowledge of system integration principles, data architecture, and the interaction between operational systems and reporting platforms.
  • Familiarity with MOH standards, Accreditation Canada requirements, or other healthcare regulatory environments is an asset.
  • Advanced proficiency in Excel and strong understanding of data quality, validation, and audit methodologies.
  • Strong analytical and problemsolving skills, with the ability to interpret incomplete or complex data and make sound recommendations.
  • Proven ability to work with a high degree of autonomy, while collaborating effectively across teams.
  • Exceptional communication, relationshipbuilding, and stakeholdermanagement skills, with the ability to translate technical information into meaningful insights.
  • Systems thinker with the ability to design scalable processes from the ground up.
  • Clear, proactive communicator who builds trust with frontline staff and leaders.
  • Models inclusive collaboration, invites feedback and closes the loops of communication.
