The Manager, Base Operations is responsible for leading, coordinating, and overseeing day‑to‑day operations across our GTA and Peterborough land ambulance bases. This role is highly autonomous and mobile, with regular travel between bases to ensure operational readiness, staff support, and consistent standards of care.
Reporting to the Director, Base Operations, the Manager plays a critical leadership role in ensuring base effectiveness, staff engagement, and regulatory compliance within a 24/7 emergency services environment. The incumbent works closely with the Operations Control Centre (OCC), land operations leadership, and corporate partners to proactively identify risks, resolve operational issues, and support high‑quality patient care.
This role requires a strong people leader who is comfortable making decisions in dynamic environments and who brings credibility through experience in emergency services, EMS, or similarly complex operational settings.
Key Accountabilities:
Multi‑Base Land Operations Leadership
- Provide operational leadership and oversight across multiple Critical Care Land Ambulance bases within the GTA and Peterborough region, ensuring consistent standards, readiness, and service quality.
- Maintain a strong and regular on‑site presence at assigned bases, dividing time at each location to support staff, monitor operations, and address issues in real time.
- Serve as the primary operational leader at the base level, ensuring Ornge’s values, policies, and expectations are consistently upheld across all locations.
People Leadership & Workforce Management
- Provide day‑to‑day leadership and support to base‑level staff, fostering a safe, respectful, and high‑performance work environment.
- Promote staff engagement, professionalism, teamwork, and accountability within a 24/7 emergency response setting.
- Manage base‑level administrative responsibilities including attendance monitoring, expense approvals, and participation in scheduling coordination.
- Lead or support investigations and resolution of operational incidents, concerns, and complaints, escalating as appropriate.
- Provide non‑clinical operational leadership to frontline teams, referring clinical matters to appropriate clinical or paramedic leadership.
Operational Readiness & Performance
- Work closely with the Operations Control Centre (OCC) to support day‑to‑day operational readiness, deployment effectiveness, and response performance of land ambulance resources.
- Monitor operational performance indicators related to readiness, resource utilization, and service delivery, and identify opportunities for improvement.
- Proactively identify operational risks and implement mitigation strategies to support patient safety, staff well‑being, and system reliability.
Policy, Compliance & Continuous Improvement
- Ensure compliance with all applicable legislation, collective agreements, and Ornge operational policies and procedures across assigned land bases.
- Participate in the development, implementation, and refinement of land ambulance operational policies, procedures, and practices, contributing frontline operational insight.
- Support change initiatives and continuous improvement efforts, ensuring changes are well‑communicated and effectively implemented at the base level.
Facilities, Fleet & Infrastructure Coordination
- Work in partnership with Facilities, Fleet, and internal partners to identify, prioritize, and resolve base‑related facility, vehicle, and infrastructure issues.
- Support the safe, functional, and appropriate use of base infrastructure and land ambulance assets.
Stakeholder & Community Engagement
- Act as the local operational representative for Ornge across assigned land ambulance bases.
- Build and maintain strong working relationships with internal departments and external stakeholders including hospitals, emergency services partners, and community organizations.
- Identify and foster opportunities to strengthen partnerships that enhance patient care, service integration, and operational effectiveness.
Qualifications:
- Demonstrated experience leading operations in emergency services, land ambulance/paramedicine, healthcare operations, public safety, dispatch/control centres, fleet operations, or similarly complex 24/7 environments.
- Proven ability to lead distributed or multi‑site teams, with comfort operating autonomously and making sound decisions without daily on‑site supervision.
- Strong people‑leadership experience, including performance management, attendance oversight, issue resolution, and fostering positive, accountable workplace cultures.
- Experience supporting frontline staff in high‑pressure, time‑sensitive operational settings, with sound judgment and calm decision‑making.
- Familiarity with emergency medical services (EMS), paramedicine, or emergency response systems is a significant asset.
- Demonstrated ability to manage operational risk, support readiness, and balance urgency with safety and compliance.
- Strong interpersonal and communication skills, with the ability to build credibility and trust with highly skilled professionals and diverse stakeholders.
- Experience working within regulated and highly scrutinized environments, with the ability to interpret and apply policies, procedures, and legislative requirements.
- Comfortable traveling frequently between assigned locations, with the ability to maintain visibility, consistency, and leadership presence across bases.
- Project management experience or exposure to operational improvement initiatives is an asset.
- Strong written communication skills, including the ability to prepare reports, correspondence, and briefing materials.
