As the Manager, Base Operations, you will be the operational and cultural leader of this new base, establishing its foundations, shaping its identity, and driving its long-term success. You will oversee all aspects of daily operations, including:

  • Leading and supporting a high‑performing team of clinical, aviation, and operational staff
  • Ensuring aviation and medical readiness for time‑critical missions
  • Managing infrastructure, logistics, and base safety
  • Fostering strong, trust‑based relationships across Ornge, local partners, and the community
  • Championing operational excellence, compliance, and continuous improvement

Key Accountabilities:

Leadership & People Management

  • Provide day-to-day leadership for a diverse team of paramedics, pilots, and aircraft maintenance engineers.
  • Coach, mentor, and develop staff to foster a high-performance, values-driven culture.
  • Manage recruitment, onboarding, scheduling, and performance management for unionized and non-unionized staff.
  • Act as Occupational Health & Safety Supervisor for the base, ensuring compliance and safety standards.

 

Strategic Planning & Operational Readiness

  • Develop and execute operational plans aligned with organizational goals and Ministry of Health requirements.
  • Ensure readiness for PC-24 aircraft integration, land ambulance operations, and potential helicopter services.
  • Manage budgets, monitor resource utilization, and implement cost-effective solutions.
  • Lead rollout of new equipment and technology, ensuring staff training and compliance.

 

Community & Stakeholder Engagement

  • Serve as the primary liaison with hospitals, airport authorities, allied agencies, and community partners.
  • Build sustainable relationships to enhance patient care and integrate the base into the local community.
  • Collaborate with Corporate Communications to maintain visibility and engagement post-launch.
  • Represent Ornge at community events, recruitment fairs, and stakeholder meetings.

 

Compliance & Quality Assurance

  • Maintain regulatory compliance with the Ambulance Act, Canadian Aviation Regulations, and health and safety legislation.
  • Conduct audits of staff certifications, controlled goods, and equipment.
  • Oversee facility maintenance, inspections, and IT systems troubleshooting.

 

Continuous Improvement & Innovation

  • Identify opportunities for process improvement and technology adoption to streamline operations.
  • Drive initiatives that enhance data integrity, operational efficiency, and service delivery.
  • Promote a culture of continuous learning and emotional intelligence within the team.

 

Qualifications:

  • A college diploma or university degree in healthcare, aviation, business administration, logistics, or a related field is required.
  • 7–9 years of progressive experience in operations or related field in addition to a minimum of 3 years in a leadership or management role with direct people management responsibilities.
  • Experience in medical and/or aviation operations would be considered an asset.
  • Prior experience launching new facilities or managing complex, multi-layered operations.
  • Proven ability to manage budgets and financial planning.
  • Demonstrated success in process improvement and strategic planning.
  • Working knowledge of the Ambulance Act, related healthcare regulations, Canadian Aviation Regulations and Standards, Provincial and Federal Health and Safety legislation, Broader Public Sector Accountability Act.
  • Proficiency with computer systems, scheduling tools, and web-based applications.
  • Experience with planning for growth and developing long-term operational strategies.

  • Skilled at fostering partnerships with internal teams and external community partners.
  • Demonstrates empathy, adaptability, and resilience in high-pressure environments.
