Consultant - Psychosocial Support Consultant

Over 3 million children remain out of school, and those who are able to access education face overcrowded classrooms, limited teacher quality and little to no psychosocial support (PSS). Iraq continues to struggle in the aftermath of decades of conflict, especially the latest conflict with ISIS. This resulted in over 6 million people in Iraq fleeing their homes, mass destruction of private and public property, including a number of schools, contamination of vast areas with mines and explosive remnants of war, and a complete disintegration of an already strained social fabric. Looking at families as one unit to be supported will help us leave a greater impact on different age groups. Adolescents and youth continue to be one of the most vulnerable groups and for the majority, they have less access to quality inclusive education and PSS services. With children born under ISIS regime not granted birth certificates, schools destroyed with some of schools being rebuilt, it is clear that there is a critical need for Mercy Corps to fill the Education gap.


Mercy Corps Iraq’s new approach to psychosocial support involves the whole family. We propose a variety of different dedicated psychosocial programs tailored to the unique needs of adolescents, adults, and parents, with an aim to revive daily routines, create a safe space for expressing emotions, and encourage community members to think about their future goals and how to achieve them. Activities will be offered both inside the center and at the family/household level to ensure that the most vulnerable can access our services. The Consultant is expected to support in framing the new approach, develop PSS activities and building the national staff capacity on the approach.   



The consultancy will include the following: -

  • A complete desk review and analysis of existing and external PSS manuals, internal draft PSS manual, and relevant context/program documents (assessments, evaluations, proposals & log frames).
  • Developing participatory approaches, manuals for PSS trainers (trainers of children, adolescents and their parents/caregivers, youth) using a combination of existing sectoral best practice and Concern’s current draft manual.


  • Facilitate a workshop to collect best practices, conduct rapid assessment on PSS in Iraq.
  • Develop new PSS activities and modify existing ones with at least 12 topics per cycle each topic will be delivered in two sessions to make a total of 24 sessions for each cycle. the developed or modified manuals will be for the below target groups:
    • Children aged 6-12 ( New Manual will be developed)
    • Adolescents aged 13-17 (New manual will be developed)
    • Parents / caregivers ( Modify existing manual)
    • Youth aged 18-30 ( New manual will be developed)
    • Young Mothers ( Modify existing manual)
  • Develop Training materials and facilitator's guide for the PSS activities.
  • Prepare and facilitate a TOT to build the capacity of national Staff & Volunteers on the developed Manual.



Six Months consultancy. 



Erbil/Mosul based, with scheduled visits to other Governorates.



The Consultant will report to the Head of Education in Iraq. The Consultant will work closely with Mercy Corps Iraq staff (including program field staff).



  • Advanced University Degree in Social Sciences, public health, community health, education, international relations, international law, human rights or related field.
  • Minimum of five years of significant experience in emergency contexts preferably as UN or NGO at middle management level.
  • Approved experience in Manuals review and development
  • Prior training and direct programming experience in PSS issues and CFS, including a good understanding of the Guidelines on Mental Health and Psychosocial Support in and after Emergency, Guidelines for Friendly Spaces.
  • Experience in emergency and post emergency situations, knowledge of emergency response issues and policies
  • Fluency in English (spoken and written), with good analytical skills
  • Good computer skills
  • Ability to cope with hardship conditions
  • Ability to work in a multicultural environment
