**Salary:** $85,000 - $90,000, plus bonus

**Role Overview:**
As a Pre-Construction Manager, you'll be responsible for compiling bids and creating purchasing buyout documents for new and existing construction projects. You'll collaborate closely with Development, Design, and the Preconstruction team to ensure accurate budgeting and efficient project execution.

**Key Responsibilities:**
- Consult with vendors, development, design, property management, or construction teams to formulate estimates and resolve issues.
- Analyze blueprints and documentation to prepare time, cost, material, and labor estimates.
- Collaborate with engineers and contractors on cost estimates and adjustments.
- Prepare and manage budgets for planning, organizing, and scheduling work.
- Assess cost effectiveness of projects and track actual costs relative to bids.
- Update systems for tracking costs and estimating new projects.
- Source and negotiate quotes from subcontractors and suppliers.
- Manage bid software platforms and pre-qualify subcontractors.

**What We're Looking For:**
- General knowledge of construction processes and materials, with multi-family experience preferred.
- At least 3 years of experience in field construction processes.
- Strong communication skills and the ability to work collaboratively in a team.
- Bachelor's Degree in Construction Management, Accounting, Business, Engineering, Finance, or a related field preferred.
- Proficiency in Sage 300 (Timberline Estimating), Microsoft Excel, Word, Procore, and other relevant software.
- Exceptional problem-solving, analytical, and organizational skills.

POSITION SUMMARY:
Responsible and accountable for compiling bids and populating purchasing buyout documents for new construction and existing rehab construction projects. Collaborates with Development, Design, and other members of the Preconstruction team to ensure accurate budgets.  

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 
Pre-Construction
  • Consult with Vendors, Development, Design, Property Management, or Construction to discuss and formulate estimates / budgets and resolve issues.
  • Analyze blueprints and other documentation to prepare time, cost, material, and labor estimates / budgets.
  • Confer with Engineers, Contractors and Subcontractors on changes and adjustments to cost estimates.
  • Prepare estimates / budgets used by management for purposes such as planning, organizing, and scheduling work.
  • Assess cost effectiveness of products, projects, or budgets for development, tracking actual costs relative to bids as the project develops.
  • Assist Budget Analyst to successfully handle workload.
  • Semi-annually update database and systems for tracking actual costs incurred, estimating costs for new projects, and monitoring accuracy.
  • Participate in design and project team meetings.
  • Check RS Means Cost Data, or other industry-standards, as a component of budgeting. 
  • Obtain real-time cost estimates from vendors and/or new or existing markets as part of budgeting process. 
  • Redline 50 and 90 percent plans, attend, and participate in review meetings. 
  • Perform take-offs or cost comparisons as needed. 
 
Purchasing Duties
  • Source, locate, and negotiate quotes from subcontractors and materials suppliers.
  • Generate and coordinate the distribution of bid packages to ensure the timely return of bids.
  • Phone polling contractors about bidding, adjustments to quotes, and updating quotes.
  • If capacity issues arise, must be willing to run a project through bidding and buyout.
  • Actively source subcontractors in new areas.
  • Use Excel sheets to review projects out to bid, provide feedback to other staff regarding best qualified bidder, number of total bids, etc. to Director and Ownership 
  • Follow up on subcontracts and quote related changes and scope clarification.
  • Manage bid software platforms.
  • Pre-qualify subcontractors for risk management.
  • Manage bidders lists 
  • Other duties as assigned.
QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS
 
  • General knowledge of construction process and materials for both horizontal and vertical construction. 
  • Multi-family experience preferred.
  • 3 years or more working in field construction processes.
  • Basic understanding of construction contractor scopes of work and specifications.
  • Ability to work as a member of a team.
  • Ability to supervise personnel as needed.
  • Strong communication.
  • Bachelor’s Degree and General knowledge of construction practices and installation procedures.
    • Construction Management, Accounting, Business, Engineering, Finance, or relative field preferred.
  • Ability to work in Sage 300 (Timberline Estimating), Microsoft Excel, Word, and specific construction related computer software programs (e.g. Procore). 
  • General knowledge of construction practices and installation procedures.
  • Ability to manage multiple concurrent projects while continuing to meet project deadlines, exceptional problem solving, analytical, organizational and time management skills.
  • Show excellent verbal and written communication abilities, attention to detail, recognize discrepancies, and provide customer service to a variety of personnel in multiple divisions.
