Overview

 

INL is an International and Intergovernmental Organisation (IGO) dedicated to research in nanoscience and nanotechnology. Its Human Resources Department (HR) is committed to work strategically with emphasis on people and provides a service based on consultation and communication with the INL community, ensuring that the HR activities fit into INL’s overall strategy.

 

INL is seeking a highly qualified and experienced Head of Human Resources to lead a multidisciplinary team and play a pivotal role in advancing our Organisation. The successful candidate will be instrumental in shaping our future by developing and implementing personnel policies and best practices that align with our strategic objectives.

 

This leadership position requires an experienced professional with extensive exposure to research or technology-driven environments, with a proven track record in managing change and fostering a culture of excellence and innovation.

 

Additionally, this role will serve INL in special assignments in a variety of boards and foster relationships with public administration and specialised stakeholders.

 

 

Job Duties

 

The job duties will be the following:

 

  • Develop and execute HR strategies aligned with organisational objectives and internal stakeholders;
  • Lead organisational change initiatives to enhance our position as a global leader in nanotechnology;
  • Ensure compliance with the EU Commission's HRS4R Seal of Excellence;
  • Manage complex HR challenges related to immigration, benefits and pension schemes for our personnel according to INL’s IGO status;
  • Drive digital transformation, process innovation and enhance employee experience through effective HR strategies;
  • Implement methodologies and technological solutions that reduce the administrative overhead of HR, while ensuring regulatory and legal compliance and the application of best practices;
  • Introduce strategies to enhance INL’s ability to attract and retain top candidates for a wide range of positions, each with diverse requirements;
  • Implement data-driven analyses to accurately describe the composition and skills of INL's human resources in a dynamic environment, enabling early detection of gaps and correction of imbalances essential for executing INL's strategy;
  • Foster a collaborative and inclusive workplace culture that promotes research and innovation;
  • Provide strategic HR advise to senior leadership;
  • Oversee all HR functions, including recruitment, performance management, employee relations, and compliance.

 

Mandatory Qualifications

 

Education

 

  • Master’s degree or higher (PhD) in Human Resources or a related field.

 

Language

 

  • English is the official language of this organisation. Proficiency in other languages spoken by our member states (Portuguese and Spanish) is considered an advantage.

 

Experience

 

  • 10+ years of experience in HR roles in public research and technology environments, with at least 5 years of experience in a leadership role;
  • Proven expertise in strategic HR management and organisational development;
  • Proven expertise in staff, organisational and scientific evaluation methods;
  • Successful track record in shaping and driving HR initiatives that foster innovation and excellence;
  • Demonstrated ability to navigate complex stakeholder relationships, including social representatives and public organisations.

 

 

Preferred Qualifications

 

  • Doctorate (PhD) in Human Resources or a relevant field;
  • International coaching certification.

 

 

Personal Skills

 

  • Strong analytical and problem-solving skills to make informed decisions in complex environments;
  • Excellent interpersonal and leadership skills to influence and collaborate effectively at all organisational levels;
  • Strong relationship-building and stakeholder management skills;
  • Efficient organisational and time management abilities to prioritise in an effective manner.

How the Selection Process works
 

A. Applications eligibility check

This stage will be carried out on the basis of the mandatory requirements, education, experience and technical skills defined for the job, as well as the validation of the mandatory documents. Candidates who meet the eligibility criteria will move forward to the next stage.


B. CV Assessment

The Selection Committee will evaluate the eligible applications based on their CV and other submitted documents and the suitability for the position. The best ranked candidates will be shortlisted for the interview stage(s).


C. Interview(s)

The interview(s) may be done in different formats: video recording, online or onsite.

The question-based interview will evaluate the match between the candidate profile and the requirements for the position, including the technical and personal skills. The candidate may be requested to prepare a short presentation.

 

D. Nomination

The selected candidate will be nominated and formally offered the position, including the disclosure of the contractual conditions.
