We are hiring for a permanent full time Engineering Project Manager position, working out of Round Rock, within EPCOR’s North American Commercial Services (NACS) non-regulated business. The Engineering Team within NACS supports EPCOR’s business development growth opportunities in Texas and other states by providing technical expertise throughout the business development process, managing design and construction projects that result from these efforts, and continuing to support the operations and maintenance phase to ensure long-term performance and reliability of the facilities.
As an Engineering Project Manager within NACS, this role is responsible for managing the full lifecycle of projects awarded to EPCOR through business development efforts. This includes contributing to all phases of design and construction—such as permitting, procurement, and commissioning—primarily through coordination with engineering consultants and construction contractors selected via a competitive bidding process. In addition to leading project delivery, the position plays a critical role in supporting the transition into operations and maintenance by ensuring design decisions and construction practices align with long-term performance goals. Ongoing collaboration with operations teams is essential to facilitate smooth handover, optimize asset reliability, and support sustained service delivery. Given EPCOR’s expanding footprint beyond Texas, travel may be required to support business development activities and project execution across multiple regions.
What you’d be responsible for:
- Leading the conceptual design and preliminary engineering development for prospective water projects
- Designing and implementing technical specifications and engineering standards to enhance efficiency and consistency across future projects
- Providing analysis of contract terms from an engineering and technical standpoint to mitigate risks and ensure deliverable integrity
- Value-based selection of engineering consultants and construction contractors through solicitation and review of bids and proposals
- Active management and administration of engineering consultant and construction contracts
- Review and evaluation of design and other technical documents prepared by engineering consultants
- Manage and execute startup and commissioning activities for new facilities
- Coordination of design and construction activities with Operations staff
- Interaction with Federal, State, County, and local regulatory agencies, other utilities, and property owners to obtain necessary easements, permits, licenses, certifications, and approvals
- Providing technical guidance and advice to support Operations staff
What’s required to be successful:
- A degree in Chemical Engineering, Mechanical Engineering, or Environmental Engineering, or a related field
- A Professional Engineer’s License in the state of Texas or willingness to obtain one
- 10+ years of experience with a general knowledge of water/wastewater engineering concepts, operations /design engineering, project management, and construction/operation of water/wastewater facilities and infrastructure
- Advanced understanding of current trends and technology for water/wastewater conveyance and especially treatment systems
- Demonstrated expertise in designing and standardizing technical requirements for engineering projects
- Strong communication skills and emotional intelligence for effective collaboration with diverse teams
- Attention to detail and the ability to thrive in a fast-paced, multi-tasking environment
- Intermediate understanding of water/wastewater utility operations
- Familiarity with industry safety regulations and federal, state, and county water quality and design regulations and technical standards
