We are hiring a full-time  Manager, Project Engineering (Project Delivery) position working out of our Corporate US office in north-central Phoenix.

The function of this Engineer position is to manage the delivery of water/wastewater capital projects through all aspects of engineering design, permitting, procurement, construction and commissioning.  This is accomplished predominantly through the use of engineering consultants and construction contractors.  The primary responsibility of this position is to deliver capital projects within budget and on schedule. 

What you’d be responsible for

  • Project scoping, scheduling, and cost estimation.
  • Development of project execution plans and strategies including identification of stakeholders, risks, and constraints.
  • Value-based selection of engineering consultants and construction contractors through solicitation and review of bids and proposals.
  • Negotiation of design and construction cost proposals.
  • Active management and administration of engineering consultant and construction contracts.
  • Coordination of design and construction activities with Engineering and Operations staff.
  • Review and evaluation of design and other technical documents prepared by engineering consultants.
  • Formal and Informal reporting on project progress.
  • Development and updating of spending forecasts.
  • Interaction with Federal, State, County, and local regulatory agencies, other utilities, and property owners to obtain necessary easements, permits, licenses, certifications and approvals.
  • Oversight of construction activities and coordination with construction inspectors.
  • Completion of close-out documentation for asset booking and capitalization.
  • Providing technical guidance and advice to support Operations staff. 

What’s required to be successful

  • Bachelor's Degree in Civil Engineering, Construction Management or related technical degree.  Advanced Degree desired.
  • Arizona Department of Environmental Quality (ADEQ) operator certifications are a plus.
  • Registration as a Professional Engineer in the State of Arizona or ability to obtain registration within 1 year is preferred.
  • Water/wastewater treatment plant experience is a plus
  • Minimum of 6 years of experience with a general knowledge of civil engineering, project management, and construction/operation of water/wastewater facilities and infrastructure
  • Project assignments will be varied in scope and require the use of independent judgement and initiative.
  • Solid understanding of current trends and technology for water/wastewater conveyance and treatment systems.
  • Basic understanding of water/wastewater utility operations and private water utility economics
  • Project assignments will be varied in scope and require the use of independent judgement and initiative.
  • Good verbal and written communication skills (e.g., presentation, listening, report writing).
  • Strong interpersonal skills (tact/diplomacy, persuasion, cooperation, ability to motivate others).
  • High level of computer literacy. Applicant must also be extremely well versed in Microsoft Office software including Word, Excel, and PowerPoint.
