Location: Working on-site in Hawthorne, NV.

ECC is seeking a temporary UXO Safety Officer for a project in Hawthorne, NV. This project anticipated to start mid January 2025. The initial field work phase will be aproximately 42 days.  There is up to 1 year of construction support work after the initial field work phase is complete. There is potential for the construction support to extend past the initial year. This position is primarily responsible for the development and enforcement of UXO safety related programs and practices on projects to which assigned.  The UXO Safety Officer is responsible for day-to-day monitoring of project UXO safety.  This position supports and advances the Company’s long-term business objectives.

 
  • Establish, implement and execute an effective Contractor munitions and explosives safety program for all Munitions Response (MR) related activities, in compliance with all applicable Federal, DOD, State and local regulations on Military Munitions Response Program (MMRP) projects to which assigned.
  • Supervises the safety practices of all personnel on assigned MMRP projects.
  • Analyzes UXO, MEC and explosive operations risks, hazards and safety requirements
  • Establishes and enforces safety requirements for all project operations
  • Safety planning, execution and oversight for UXO, MEC and explosive operations
  • Establish Standard Operating Procedures (SOPs) for all UXO and MEC related activities including search, detection, access, identification, transportation, centralized storage, disposal, treatment, and scrap certification.
  • Establish, post and enforce personnel limits, safety zones, and exclusion zones surrounding UXO field activities, explosive activities, UXO transfer and holding areas
  • Execute an effective project level explosive safety program including UXO safety, explosive storage, quantity-distance safety arcs, explosive transportation, operational procedures, operational personnel qualifications and certification, hazard and risk analysis, and safety assessment of MEC and explosive operations
  • Responsible for the enforcement of Personal Protective Equipment (PPE) requirements for all activities on assigned projects.  Assists in the risk hazard analysis if PPE requirements must be changed or updated
  • Participate in the full lifecycle of ECC business
  • Maintains professional standards of practice and service excellence
  • Support the development of standard procedures and policies
  • Provide career development and training for other safety personnel
  • Manage supervisory responsibilities in accordance with the organization’s policies and applicable laws, if required
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.  However, these additional duties cannot be allowed to affect his ability to ensure the safety of all MMRP site operations
 
Requirements
  • 40-hour HAZWOPER training, annual 8-hour HAZWOPER Refresher training, and 8-hour OSHA Supervisor training.
  • Proven ability to implement a project level munitions response safety program, and an ability to address needs and problems associated with the safety program
  • Competent in using Microsoft Office products, email systems, and Windows
  • Eight years of progressively responsible experience with health and safety operations for military munitions response projects, dealing with all aspects of explosives safety, MEC handling and range clearance.         
  • Direct experience with Department of Defense explosives safety and environmental regulations applicable to MMRP projects required.
  • Minimum of 8 years of EOD and/or UXO operational experience  
  • Travel: Must be able and willing to work on-site at project location with periodic travel home with project management approval. 
  • Education: Graduate of US EOD school, acceptable Allied Nation EOD school (i.e., Great Britain, Germany, Australia, Canada) or accredited comparable UXO Technician Level I training and with appropriate experience as required by Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18.
 
Preferred Qualifications
  • Two or more years of experience as UXO Technician III supervising personnel on MMRP projects.
  • Direct experience with various State and/or Tribal explosives safety and environmental regulations, safety policies and procedures for MMRP projects preferred 
  • Successful completion of the following safety-related courses: 
    • HAZWOPER Training Specialist
    • Confined Space Entry
    • OSHA Construction Industry Safety and Health 
    • Practical Loss Control Leadership (PLCL)
    • Trenching and Excavation Safety Technician
    • Safety Trained Supervisor (STS) 

This is a temporary position with a targeted base salary of $90,000 - 110,000.  Lodging, Meals, and airfare or reimbursement if driving to site.
