Estimator II
Description
- With attention to detail, review project documents to gain a thorough understanding of scope of work to bid
- Prepare Request for Quote (RFQ) or Request for Proposal (RFP) to distribute to subcontractors, vendors, and suppliers for pricing and bid. Ensure that documentation is written in an organized fashion, effectively relaying required information
- Review takeoffs and RFP/RFQ packages for accuracy
- Respond to vendor and sub inquiries, providing information in an accurate and timely manner
- Evaluate and analyze received bids for completeness and with consideration for exclusions and exceptions.
- Complete quantity takeoffs and summary of results
- Create accurate work breakdown structures to effectively perform analysis between self-perform and subcontracted estimates
- Assist with Project Initiation Plan
- Create the estimate including self-perform activities and subcontractor pricing
- Conduct value engineering as appropriate and make viable recommendations to enhance the bid
- Apply historical data appropriately in cost comparisons, making accurate forward projections
- Prepare final estimate documentation noting costs associated with labor, materials, equipment, insurance, bonds, taxes, markups, and other relevant expenses in accordance with Company standards and practices
- As needed, request resources to complete estimating activities
- Lead bid review meetings with credibility. Ensure that a strong business case is communicated to members of management and project team. Provide justifications for calculations, clarify questions regarding the bid content, and explain recommended approach
- Ensure that supporting documentation is retained and retrievable for future use
- In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position
- Skilled in analyzing large volumes of data effectively
- Effectively communicate written technical information in a manner which is easily understood
- Proven success synthesizing technical data to make a recommendation
- Adept at responding to critical requests, limited turnaround times, and demanding deadlines
- Demonstrated ability to assess risk with consideration for cost
- Skilled in effectively using estimating software
- Competent in using Microsoft Office products, email systems, and internet
- Advanced knowledge of Microsoft Excel
- Three years of progressive work experience in estimating for government environmental projects
- Travel: Must be able and willing to travel periodically, typically less than 10 % depending on the needs of the company.
- Education: Bachelor's degree in Accounting/Finance, Engineering, Construction Management, or a related field is required. An equivalent combination of education and experience may be substituted for this requirement.
- Certified Estimating Professional (CEP) designation
- Knowledge of scheduling, project management, and budget related concepts
- OSHA 40-hour Training
