We are pleased to announce the launch of a search for the next Chief Executive Officer of Copa Health.  
Copa Health is a trusted provider of behavioral health, primary care, employment, and supportive housing across Arizona.  With a team of more than 1000 dedicated employees, our organization continues to expand services and deepen our impact for the individuals and communities we serve.  
  
The CEO will work in partnership with the Board of Directors and executive leadership team to guide the organization’s strategic direction, strengthen financial sustainability, support innovation in care delivery, and continue advancing our mission.   
  
We are seeking a leader who brings strong operational experience, strategic vision, a deep commitment to community-based behavioral health services.  The next CEO will help position Copa Health for continued growth while ensuring high quality care, strong partnerships and safeguard and elevate the organizations reputation as a trusted community provider throughout Arizona. 
Qualifications Required:
  • Advanced degree (e.g., MHA, MBA, MPA, or related field).
  • Proven senior executive leadership experience in behavioral health, mental health, healthcare, housing, or a related field.
  • Experience managing multi-site operations and leading performance- and outcomes-focused organizations.
  • Track record of effective Board collaboration, fiscal management, fundraising, marketing, and branding.
  • Demonstrated passion for improving outcomes for individuals with mental illness, developmental disabilities, and complex health or housing needs.
  • Strong leadership, communication, and strategic thinking skills, with a commitment to innovation.
Preferred: 
  • Experience serving individuals with developmental disabilities and integrating behavioral health with housing/community-based care models.
  • Knowledge of Medicaid funding, value-based contracting, managed care systems, telehealth, or data analytics.
  • Success in leading mergers, acquisitions, or organizational scaling.

Key Responsibilities 
Strategic Leadership & Organizational Excellence 
  • Oversee clinical, medical, occupational, and real estate operations to maintain consistency, compliance, innovation, and operational excellence.
  • Collaborate with the Board to develop, implement, and update a multi-year strategic plan aligned with mission, community need, and financial sustainability.
  • Align budgets, staffing, and priorities with strategic goals, mission, and fiscal objectives, and operational resilience.
  • Identify and pursue opportunities for revenue diversification, including new contracts, funding streams, and business development initiatives.
  • Lead sustainable growth through mergers, acquisitions, partnerships, and strategic affiliations, ensuring effective integration of operations and cultures.
Board Relations & Governance 
  • Build a strong, transparent working relationship with the Board of Directors.
  • Provide timely, data-driven reports on financial, programmatic, operational, and outcome performance relative to established goals and milestones.
  • Support Board engagement, orientation, and governance effectiveness.
Financial Stewardship & Resource Mobilization 
  • Ensure long-term financial health through development of long- and short-range plans, budget oversight, strong internal controls, and clear financial metrics.
  • Diversify revenue sources, including government contracts, Medicaid, value-based care models, foundations, corporate partnerships, and innovative funding.
  • Direct marketing, branding, and development strategies to increase visibility, stakeholder engagement, and revenue growth.
  • Allocate resources strategically to support current operations and future expansion, including investments in technology and infrastructure.
Clinical & Program Excellence 
  • Ensure delivery of high-quality, evidence-based services in behavioral health, primary care, employment, and supportive housing.
  • Foster a culture of performance, operational excellence, continuous improvement, and measurable outcomes, with emphasis on client satisfaction and staff engagement.
  • Standardize programs and services for greater efficiency and consistency across sites.
  • Maintain full compliance with local, state, federal regulations, and accreditation standards.
  • Oversee services for individuals with complex behavioral health, medical, occupational, developmental, housing, and co-occurring challenges.
External Relations & Advocacy 
  • Serve as the primary external representative, communicating program outcomes, measurable successes, and replicable models.
  • Cultivate productive relationships with government agencies, managed care organizations, housing authorities, healthcare systems, community leaders, payers, and national partners.
  • Represent the organization in coalitions, policy discussions, and advocacy efforts related to behavioral health, primary care, employment, and housing.
