Position Summary 

The State Program Administrator will lead the statewide operations providing oversight, direction, strategic planning, and supporting the coordination of services. This position will:

  • Oversee the overall operation of regional and/or statewide functions and programmatic implementation.
  • At least five years of supervisory and administrative experience with the developmentally disabled population, the brain injury population, and experience in large-scale Case Management oversight.
  • Provide input in the coordination and improvement of services and work with provider agencies to ensure timely and efficient service delivery.
  • Participates in task forces/committees and represent Columbus to the public.
  • Interact with other agencies by providing information and responding to requests from individuals and their families, community representatives, State offices, Providers and the public. This will involve explaining programs and policies, handling complaints and grievances, and speaking before the public and groups.
  • Work closely with the Vice President of Care Coordination and Senior Vice President of Care Coordination to implement a shared vision, advance projects, and establish priorities within the State.

Essential Functions:

  • Serves as Columbus’ primary point of contact for the State.
  • Ensure completion of work as described in this Scope of Work and the contract’s requirements.
  • Available for meetings with the State during the State’s normal business hours, as determined by the State.
  • Available for meetings outside of the State’s normal business hours and on weekends with prior notice from the State.
  • Attend meetings between the State and Columbus and has the authority to represent and commit Columbus regarding work planning, problem resolution, and program development.
  • Directs the recruitment and hiring – supervises and trains Regional Directors and/or Case Manager Supervisors overseeing regional community waiver programs.
  • Establishes goals, timetables and conducts ongoing supervisions/annual evaluations of goal achievement for each Regional Director and/or Case Manager Supervisor. Supports and encourages staff’s goals and objectives.
  • Advises Regional Directors and/or Case Manager Supervisors in the preparation/analyses of their offices’ respective annual financial operating budget.
  • Monitors Team to ensure timely implementation of company policies and procedures.
  • Monitors Team to ensure state offices meet all requirements of local, state, and federal regulations and laws relating to the provision of waiver- based services.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm. Occasional evening and weekend work may be required as job duties demand.

Travel

  • Travel is required.  Travel can be local during the business day, and some out-of-area and overnight travel may be expected.
  • Mobile Worker: This is a mobile position, meaning that regular travel to different work locations is essential.  Will be exposed to weather conditions typical of the location and may be required to stand and/or sit for long periods of time.

Required Experience

  • A bachelor’s degree in human services from an accredited college or university is preferred with at least five years of supervisory and administrative experience with the developmentally disabled population, the brain injury population, and experience in large-scale Case Management oversight.
  • Must reside in the state of Vermont.
