    Position Overview:
    The Contract Manager will play a critical role in successfully executing CICONIX's contracts with federal agencies and partners. This position involves managing all phases of the contract lifecycle, from proposal development through contract closeout, ensuring compliance with contractual requirements, company policies, and government regulations. The Contract Manager will work closely with project managers, finance, legal, and other departments to provide comprehensive contract support. The role entails supporting government acquisitions, which include government contracts administration, subcontract administration and reporting, RFP and RFQ support, pricing and compliance, teaming, and subcontracting.
    Key Responsibilities: 
    • Ability to independently handle multiple proposals negotiations, contract award and administration of the resultant contracts in a fast-paced environment.
    • Understands both strategic and operational goals and translates them into effective contracting practices. 
    • Independently develops business/price volumes to address requirements and mitigates risk consistent with sound business practices, company policies, and government regulations.
    • Proactively assesses critical contract obligations and provisions, including gaps and risks.
    • Ensure compliance with federal regulations, contractual requirements, and company policies.
    • Identify and mitigate risks associated with contracts. Develop and implement strategies to address potential issues.
    • Lead contract negotiations with clients, subcontractors, and vendors. Ensure favorable terms and conditions for the company.
    • Maintain detailed records of contract negotiations, changes, and compliance actions.
    • Prepare and present regular reports on contract performance, compliance, and risk management to senior management.
    • Work closely with project managers, finance, legal, and other departments to ensure seamless contract execution and support.
    • Serve as the primary point of contact for contractual matters with clients. Build and maintain strong relationships with key stakeholders.
    • Provide training and guidance to project teams on best practices and compliance requirements for contract management.
    • Establish and maintain agreements that include Joint Ventures, mentor protégé, teaming, and subcontract agreements.
    Qualifications: 
    • Education: Bachelor's degree in business administration, Finance, Law, or a related field. A master's degree or JD is a plus.
    • Experience: A minimum of 5 years of experience in contract management, preferably within the federal government contracting environment. Experience with all contract types, including firm-fixed-price, T&M, cost-reimbursable, BPAs, GWACs, and agency IDIQs. Experienced with tracking and creating Organizational Conflict of Interest (OCI) mitigation plans.
    • Knowledge: Thorough understanding of federal acquisition regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations.
    • Skills: Strong negotiation, analytical, and problem-solving skills. Excellent written and verbal communication abilities. Proficiency in contract management software and Microsoft Office Suite.
    • Certifications: Professional certification in contract management (e.g., CPCM, CFCM, or equivalent) is preferred.
    • Attributes: Detail-oriented, proactive, able to work independently and as part of a team, and with strong organizational and time-management skills.
    • Must be a US citizen.
    Work Environment: 
    • Remote but may require occasional travel to client sites and company offices.
