Key Accountabilities
Reporting to the Vice President, Corporate Services, and Chief Financial Officer, The Director of Facilities and Capital Planning plays a critical role in supporting Bethany's mission, vision, and values by overseeing the operations, maintenance, and long-term development of the physical facilities of Bethany. The position combines strategic planning and risk management principles with operational leadership, ensuring the facilities are efficient, safe, and sustainable while also planning for future growth and development. The incumbent plays a pivotal role in promoting service excellence and providing leadership to Bethany's facilities management (FM) department.
The Director of Facilities and Capital Planning has dual responsibilities:
- Strategic planning, development, and management of Bethany Care’s physical infrastructure and capital assets, including overseeing the renovation and redevelopment of existing buildings and infrastructure and the construction of new buildings or communities. Ensure all projects align with Bethany Care’s mission of creating caring communities, organizational strategy, and priorities regarding building assets and systems.
- Ensuring the seamless operation, maintenance, and enhancement of Care and Housing facilities and their related capital assets, including daily oversight of operations. Your strategic vision and leadership directly impact our residents' and tenants' quality of life. You ensure a safe and welcoming environment and enhance their comfort, safety, and well-being.
The ideal candidate possesses exceptional technical skills, demonstrated leadership and management competencies, strategic foresight, and an ability to work closely with other departments as a trusted partner.
Key Responsibilities
Team Leadership and Service Excellence:
- Promotes Bethany's service excellence program and provides leadership to Bethany’s Facilities management department
- Lead and develop a high-performing team, fostering a culture of service excellence and continuous improvement
- Establish key performance goals for the facilities management team and work closely with other departments to align performance goals
Portfolio Management: Provide oversight, guidance, and leadership to the entire portfolio of Bethany Care facilities including Care Sites (direct report) and Housing Facilities (dotted-line report) to create a unified and integrated facilities portfolio capable of acting and speaking with one voice.
Operations Management: Oversee daily facility and property management operations, ensuring all systems are functional, safe, and well-maintained.
Capital Planning:
- Develop and implement long-term capital plans that align with organizational goals and prioritize safety, sustainability, and resident well-being.
- Lead all aspects of capital projects, from inception through completion, including budgeting, scheduling, and compliance with regulations and corporate policies and procedures.
Project Management: Provide strategic direction and leadership to staff, consultants, and contractors, ensuring projects and operations are completed on time, within budget, and meet Bethany Care’s high standards.
Budget Management: Develop and manage maintenance and capital budgets, optimizing costs while maintaining high standards.
Stakeholder Engagement: Collaborate with senior leadership, government agencies, and internal Bethany stakeholders to maintain exceptional levels of stakeholder satisfaction in both Care and Housing facilities.
Risk Management and Compliance: Ensure all facilities comply with health, safety, and building regulations and all projects comply with relevant laws, regulations, and internal policies, maintaining the highest standards of safety and environmental stewardship.
Vendor Coordination: Manage relationships with external contractors and vendors, ensuring quality work and cost-effective solutions.
Continuous Improvement: Continually enhance all aspects of FM performance from a cost, safety, service delivery, and stakeholder satisfaction perspective.
Core Competencies:
Communication - Exceptional communication skills - both written and verbal, with an ability to interact effectively with senior leadership, staff, contractors, and external stakeholders and prepare reports on facility-related issues, capital plans, and project updates
Stakeholder Engagement: Exceptional customer and client relationship management (residents, tenants, family members, internal stakeholders, government agencies, etc.)
Collaboration: Proven ability to collaborate with senior leadership to align facilities management and capital planning with broader organizational objectives
Leadership: Ability to lead, mentor, and develop teams across various disciplines, including maintenance staff, project managers, and external vendors
Capital Planning and Development:
- Ability to conceptualize and execute long-term capital projects, ensuring the organization’s infrastructure supports growth and strategic objectives.
- Familiarity with design, construction, and renovation processes, working effectively with architects, contractors, and engineers.
Project Management: Expertise in managing complex projects, including new constructions, renovations, and large-scale upgrades
Financial Acumen: Strong financial acumen, with experience in creating and managing large capital and operational budgets and proficiency in negotiating contracts with vendors, contractors, and service providers to ensure value for money
Regulatory Compliance: In-depth understanding of health and safety standards and knowledge of environmental compliance, sustainability practices
Risk and Liability Management: Ability to identify and manage project and facility risks including liability issues, insurance claims, and legal compliance
Technical Expertise:
- Strong understanding of facilities operations and building systems, including HVAC, electrical, plumbing, security, and fire systems
- Expertise in developing and implementing preventative maintenance programs to extend the useful life of building assets.
- Knowledge of energy efficiency practices and systems, including sustainability initiatives.
Strategic Planning & Problem Solving:
- Ability to develop and implement long range plans for facilities maintenance, upgrades, and capital projects aligned with organizational goals
- Ability to make informed decisions, often in high pressure and time-constrained situations (e.g. emergency repairs or disasters)
- Identify and implement innovative solutions for sustainability, energy efficiency, and modern building technologies
- Efficient allocation of resources (budget, personnel, time), ensuring optimal results
Technology & Systems Management: Proficiency in computerized maintenance management systems and familiarity with smart building technologies
Continuity Planning: Ability to ensure business continuity by maintaining critical building systems and processes during emergencies
Change Management: Knowledge of change management theories and processes
Education and Experience:
- Education: Bachelor’s degree in Facilities Management, Engineering, Architecture, Business Administration, or a related field (Master’s degree an asset) and professional certifications such as CFM, BOMA Best, CET, PMP, etc.
- Experience: A minimum of 15 years related experience in facilities management, capital planning, and project planning/design/construction management, with a minimum of 8 years of experience at a leadership level.
Working Conditions:
- Office Work: Significant time spent at a desk using a computer for planning, budgeting, and communication.
- On-Site Work: Working within Care and Housing sites
- Travel: Regular travel across southern and central Alberta to visit sites, engage with stakeholders and FM staff, and oversee projects.
- Flexibility: Ability to work beyond standard hours to meet project deadlines or address urgent issues.
- Site Visits: Walking, standing, and navigating stairs or uneven terrain to inspect facilities and oversee operations. May occasionally be required to lift or move items up to 15 kilograms and use ladders to access elevated areas for inspections
