General Purpose of Job

This position is responsible for performing safe, efficient and reliable construction, inspection, testing, maintenance and repair of electric distribution substation equipment and facilities. This position is responsible for records and reports necessary to maintain electrical service to customers; investigate and perform prompt restoration of service.

Education and Experience

Required for 1st & 2nd Class

  • High School diploma or equivalent (GED)

 

Required for 1st Class

  • Certification as a Journey Substation Technician from an accredited substation apprentice program.

Required for 2nd Class

  • Substation apprenticeship training or other related education required for progression or advancement in classification.

 

Preferred for 1st Class

  • Job experience with a distribution electric utility, contractor or related industry.
  • Advancement from SECO Energy’s Substation Technician 2nd Class position.

 

Preferred for 2nd Class

  • Two years progressive substation experience or an equivalent position with a distribution electric utility or related industry is preferred.

 

 

1st Class

Note: In lieu of Certification as a Journey Substation Technician from an accredited substation apprentice program; a line or relay technician with a minimum of four (4) years of progressive substation experience with a distribution electric utility, contractor, or related industry may be considered.

2nd Class

Note: In lieu of progressive substation experience; a line or relay technician with a minimum of five (5) years of field experience with a distribution electric utility, contractor, or related industry may be considered.

 

 

Knowledge, Skills, and Abilities

1st Class

  • Ability to demonstrate the following skills to include, but not limited to:
    • Proficiency in mathematics to perform calculations and solid understanding of electricity and the construction, operation, maintenance and troubleshooting of electrical distribution substation equipment, including energized and de-energized facilities.
    • Knowledge to interpret substation construction drawings; SECO’s switching and tagging procedures, RUS construction units, material components and assembly specifications.
    • Troubleshoot and resolve complex electrical problems related to transformers, breaker control circuits and other equipment.
    • Knowledge of clearances, working space and maintenance requirements by the National Electric Safety Code, OSHA requirements and familiar with the National Electric Code.
  • Demonstrated intermediate skill in personal computer operations with ability to enter and extract data; knowledge of MS Office Products; knowledge of SCADA, Global Information Systems (GIS) and other applicable computer systems as they relate to the position.
  • Effective communication skills including written, verbal and listening and a customer service attitude to effectively interact with employees, management, contractors, vendors, and the public.
  • Ability to work independently and in a team environment to accomplish goals and meet deadlines; to manage stress and pressure in a frequently changing environment.
  • English is the primary business language. Second language in Spanish is desirable.

 

2nd Class

  • Effective communication skills to interact with employees, management, subcontractors, customers, and the public.
  • Demonstrate customer service orientation; ability to work independently and in a team environment to accomplish established goals and meet deadlines.
  • Ability to acquire and demonstrate acceptable knowledge and skill of the following, to include but not limited to:
    • Thorough knowledge of mathematics and electricity; demonstrated knowledge in the construction, operation, maintenance and troubleshooting of electrical distribution substation facilities, including energized and de-energized facilities; clearances, working space and maintenance requirements by the National Electric Safety Code, OSHA requirements and familiarity with the National Electric Code.
    • Read and interpret substation construction drawings; to acquire knowledge of SECO Energy’s switching and tagging procedures, RUS construction units, material components and assembly specifications.
    • Read and interpret instruction manuals, control and schematic drawings for 15KV, 25KV, and 69KV breakers, regulators, reclosers and transformers on SECO Energy’s system.
    • Basic skill in personal computer operations with ability to enter and extract data; knowledge of MS Office Products; ability to acquire knowledge of SCADA, Global Information Systems (GIS) and other applicable computer systems as they relate to the position.

Living Requirement

Employees in this classification must live within a 30-mile radius from the assigned reporting work location. Employees who live a greater distance from the work center must relocate within their first six (6) months in this position. A maximum of one (1) hour will be allowed for response to call-outs.

 

Other Requirements

1st & 2nd Class

  • Valid Florida Class A Commercial driver’s license without air brakes restriction and without Tractor-Trailer restriction for regular driving privileges of cooperative vehicles; must have and maintain an acceptable driving record as determined by the Cooperative.
  • Successful completion of SECO Energy’s employment entrance examination and drug screen.
  • Ability to work at heights and from buckets, man-lifts, and steel structures, perform first aid, CPR and bucket rescue; and learn emergency response communication protocol.

1st & 2nd Class

  • Clean up oil spills in compliance with applicable DEP requirements and complete reports as necessary.
  • Maintain required records, accurate daily time sheets and charge time to proper accounts.
  • Maintain current knowledge of equipment, RUS specifications, OSHA regulations, GIS/mapping system and other operational and regulatory systems related to the responsibilities of the position.
  • Assumes responsibility and maintain assigned tools, materials and equipment in a safe and efficient condition. Maintains vehicle and ensures vehicle is stocked with proper material.
  • Ensure work locations are left in a condition appropriate for public safety and customer satisfaction.
  • Maintain adequate clothing and personal protective equipment for purposes of health and safety protection.

 

1st Class

  • Safely construct and maintain all aspects of electrical distribution substation facilities.
  • Install mobile substations, as directed.
  • Perform all switching operations, as directed.
  • Respond to substation outages; troubleshoot and take proper corrective action to restore service in a timely manner; use specialized hot line tools and equipment for restoration of service, as required.
  • Inspect and test equipment and circuits to identify malfunctions or defects, using wiring diagrams and testing devices such as ohm meters, volt meters or amp meters; test oil in circuit breakers and transformers for dielectric strength, refilling oil periodically; test insulators and bushings of equipment by inducing voltage across insulation, testing current and calculating insulation loss.
  • Consult manuals, schematics, wiring diagrams and engineering personnel in order to troubleshoot and solve equipment problems and to determine optimum equipment functioning.

 

 

 

  • Prepare and maintain records detailing tests, repairs and maintenance.
  • Repair, replace and clean equipment and components such as circuit breakers, brushes and commutators.
  • Open and close switches to isolate defective relays; then perform adjustments or repairs.
  • Analyst test data in order to diagnose malfunctions to determine performance characteristics of systems and to evaluate effects of system modifications.
  • Notify management personnel of equipment shutdowns.
  • Change out reclosers, regulators and associated equipment as needed.

 

2nd Class

  • Assist with the safe construction and maintenance of all aspects of electrical distribution substation facilities.
  •    Assist with the installation of the mobile substation, as directed.
  •    Perform work on over 600 volts under direct supervision of a 1st Class Technician or Supervisor.
  •    Perform hot stick work on primary voltages under direct supervision of 1st Class Technician or Supervisor.
  • Assist with the inspection and testing of equipment and circuits to identify malfunctions or defects, using wiring diagrams and test equipment.
  •    Change out station reclosers, breakers, regulators and other associated equipment, as directed.
  • Maintain test and maintenance reports documenting maintenance performed, test results and completed repairs, as directed.
  • Analyze test data in order to diagnose and trend performance characteristics of substation equipment and evaluate the effects on the system.
  •    Assist with performing acceptance testing of auxiliary equipment used in substations.
  • Assist with diagnostic testing of oil in circuit breakers, regulators, and transformers.

  • The normal work week consists of five (5) consecutive eight (8) hour days, Monday through Friday, or four (4) consecutive ten (10) hour days, Monday through Friday between the hours of 6:00 a.m. and 12:00 midnight with one-half hour meal break.
    • The Cooperative will determine if an eight (8) hour or ten (10) hour schedule will be used and shall establish the normal schedule of starting and quitting time.
    • Shift schedules may be changed by giving a 36-hour notice of the changed schedule.
  • Irregular hours in evenings and on weekends are possible during peak business times and during storm season.
  • Ability to work irregular hours and flexibility to change scheduling and report to work on short notice during emergency situations.
  • Ability to operate a variety of office equipment, including a personal computer, printers, copy machines, telephone, and fax machine.

 

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to walk, sit, stand; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl.  The employee must regularly lift and/or move/pull/push up to 25 pounds and occasionally lift and/or move/pull/push in excess of 50 to 65 pounds.  Visual acuity required as machine operator and as mobile equipment operator. Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

 

This position has extensive driving and field work and is required to use heavy machines and equipment, power and hand tools. Supervised work performed is in close proximity to hot line construction and maintenance of energized conductors and is occasionally exposed to inclement weather conditions and risk of electrical hazards.  The employee is occasionally exposed to high, precarious places; fumes or airborne particles; toxic or caustic chemicals. The noise level in the work environment is usually moderate to loud.
