The primary role of the Director of Government Affairs is to ensure that the necessary resources and expertise are applied to achieving Ygrene’s objectives in the following areas: public policy, legislation, and government relations. The role is statewide and regional in scope and covers the local and state levels of government. Effectively creating a favorable public image of Ygrene within city halls, county administration, and state legislatures is crucial to success in this role.

Director Government Affairs Duties and Responsibilities:
Government Relations, Policy Development, and Legislative Advocacy

  • Set strategic direction and establish goals for the Company’s state and regional policy, legislative and local government priorities.
  • Successfully advocate for the passage or blocking of local resolutions, ordinances, and state legislation.
  • Develop and maintain relationships with key state legislators, executive branch officials, government association executives and local government elected officials and staff.
  • Develop and executive comprehensive advocacy strategies to shape state-wide legislative and policy activity. This includes include direct lobbying and engagement of third-party groups and coalitions.
  • Represent Ygrene in matters of state and local legislation that impact the company and drive favorable resolutions to those matters. Proactively evaluate legislation, regulations, and rules, as well as the political environment.
  • Assess state and local political and public policy environment, determine where legislative and regulatory action is advisable and where it is not, and make recommendations on Ygrene action. Manage expectations of the business regarding the legislative and regulatory environment and the potential impact on Ygrene.
  • Lead key trade association task forces and coalitions representing state and local governments, and drive trade association action on key issues of importance to Ygrene.
  • Develop relationships with key third-party advocates and engage them in support of issues, policies, and legislative and regulatory actions.
  • Manage outside consultants and lobbyists within region, including setting objectives, defining missions and ensuring execution in support of state legislative and local policy strategies.
  • Key metrics include: jurisdiction approvals and retention rates, satisfaction rates of elected officials and staff, and legislative outcomes that strengthen and support the PACE market for consumers, contractors, and communities.

Internal Partners, Working Groups, and Committees

  • Coordinate regularly with business unit/core team leads and functional department heads on goals, objectives, and issue resolution.
  • Collaborate with PR and Communications to drive positive reputation management and results.
  • Support the Policy, Legislative, and Regulatory Committee (internal; staff/executive level)

Director Government Affairs Skills and Experience:

  • Bachelor’s degree in History, English, Government, or similar
  • Advanced degree (optional) in Public Policy or Administration
  • 5+ years of experience as a Policy Director, Legislative Director, Deputy) of Staff, and/or other similar relevant background
  • Experience at the staff level for an elected official (local, state, or federal level)
  • Experience on political campaigns, PACs, or other similar organizations
  • Thorough knowledge of public policy in the areas of environment, energy and/or consumer finance
  • Strong communication and presentation skills
  • Self-starter and goal-orientated professional with strong planning skills

Work Environment & Physical Requirements:

  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, scanners, and filing cabinets.
  • Work environment is indoors with majority of time spent sitting at a desk.
  • Ability to stand, bend, stoop, sit, walk, twist and turn.
  • Ability to lift up to 25 pounds occasionally.
  • Ability to use a computer keyboard and calculator.

Position Type, Expected Hours of Work, and Travel:

  • This is a full-time position.
  • Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m.
  • Evening and weekend work may be required as job duties demand.
  • Extensive travel is expected for this position.
