Xcelerate Solutions is seeking a senior Program Analyst and Site Lead to support the Joint Program Executive Office (JPEO) for Chemical, Biological, Radiological, and Nuclear Defense (CBRND). In this role, you will lend your expertise in CBRN and CBRND operations and strategic planning to support the INDOPACOM J57 and JPEO-CBRND in developing Command-wide strategies, plans, policies, and exercises in support of the National Security Strategy (NSS) and National Military Strategy (NMS). Additionally, you will serve as the local site lead, responsible for coordination and communication with the geographically distributed contractor and client teams to ensure efficient information flow and that equities of the relevant teams are understood and conveyed as appropriate.

Clearance: Top Secret w/ SCI eligibility
Responsibilities:
- Serve as local site lead to support both client and contractor team operations, communications, and integration, to include program planning, scheduling, and execution.
- Apply technical subject matter expertise to INDOPACOM J57 (Strategic Planning and Policy) and the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the research and analysis of INDOPACOM policy and strategy; development of Theater Campaign Plans and Theater Campaign Objectives, Operation Plans, and Concept Plans
- Prepare CWMD Execution Orders
- Conduct research and provide analysis on a range of national plans and policies including, but not limited to National Security Strategy, National Military Strategy, Guidance for Employment of the Force (GEF), CWMD Strategy, Bio-Defense Posture, Joint Strategic Campaign Plans, and INDOPACOM Component Commands
- Provide JPEO-CBRND support and presence at various relevant conferences and meetings
- Support the integration of Chem/Bio Defense Program (CBDP) priorities
- Coordinate and participate in working groups to provide recommendations for INDOPACOM J57 consideration
- Prepare / provide senior-level briefs
- Prepare draft proposals and recommendations for contingency planning training objectives in support of INDOPACOM Tier I and Tier II exercises
- Coordinate with Action Officers and Planners during INDOPACOM Joint Planning Groups and Operational Planning Teams
- Participate in and support COCOM-driven CBRN experimentation, workshops, and technology development efforts
- Coordinate with relevant commands to shape steady state Biosurveillance (BSV) frameworks to enable a sustained and effective Integrated BSV System
Minimum Requirements:
- Required: Bachelor’s degree
- Required: 7+ years’ experience in project and resource management, tracking, and familiarity with DoD acquisitions processes, specifically DoDI 5000.02
- Required: Proven ability to organize / manage dynamic, multi-organizational operational calendars and activities
- Required: Demonstrated familiarity with the CBDP organizational structure and roles and responsibilities therein
- Required: Expertise of the INDOPACOM, ODASD/CBD and JPEO-CBRND document and staff tasking and review systems
- Desired: 3+ years’ experience serving as a Staff Action / Control Officer (SACO) in the CBRND operational ecosystem
