Program Manager - Top Secret

As the Program Manager (PM) you will be responsible for overseeing the work performed under this requirement. The PM will ensure that work is completed in accordance with government standard operating procedures (SOPs), and also ensure that all deliverables for these tasks are quality-checked and corrected if necessary before final submission. Additionally, the PM will be responsible for reporting, manage workload oversight, and ensure the proper allocation of resources as needed.

Responsibilities:
  • Daily, analyze the operational security environment throughout Personnel Security Subdivision (PSS) (where contractor employees are concerned) and work closely with the PSS COR to ensure contractual obligations are being met.
  • Directly supervises personnel
  • Oversight of and responsible for quality control and contract compliance.
  • Ensures program schedules, performance, and deliverables are met
  • Provide risk management planning and performing qualitative risk analysis;
  • Responsible for providing proactive program management and providing the COR with specific information and status of contract employees daily or as required.
  • Dedicated full time to support this contract.
  • Be accessible and responsive to the CO and/or COR on all matters related to performance of this contract in person, by phone, or TEAMS between the hours of 8am and 5pm EST, Monday through Friday and shall respond to requests for discussion or resolution of technical issues within two (2) hours of notification by the COR (notifications can be in the form of an email or telephonic).
  • Shall be a single point of contact for the CO and COR
  • Manage and oversee the administrative and daily operations of the program.
  • Serve as overall program lead and as the principal liaison between the Government and the Contractor.
  • Serve as a consolidated point of contact that facilitates effective communication and proactively identifies and mitigates issues within the Contractor’s team and between the Contractor and the various Government customers.
  • Attend regular meetings with Government customers to discuss workload, contract performance, and emergent issues.
  • Assure quality control implementation.
  • Produce required contractual and programmatic reports and briefs.
  • Implement and exercise quality - control measures over Contractor staff to deliver services and products on budget and schedule per SOW requirements.
  • Be responsible for overall project personnel, delivery of reports, and other deliverables.
  • Implement short (tactical) and long term (strategic) work plans to ensure work performance.
  • Be responsible for formulating and enforcing work standards.
  • Coordinate with Government customer for assignment of work schedules.
  • Review and remediate work discrepancies.
  • Supervise Contractor personnel, communicate policies and organizational goals.
  • Responsible for ensuring all incoming contractors are adequately trained for contract positions.
  • Be responsible for contract performance.
  • Be responsible for tracking all in - coming Contractor personnel and weekly reports to Government customers of status and processing issues.
  • Coordinate manpower and resources, assure quality control programs are in place and consistent.
Requirements:
  • Shall have experience and qualifications on a range of security-related skills and have a verified record of proven reliability and good conduct.
  • Shall have completed a bachelor's degree and have experience in program or project management and qualifications on a range of security-related skills along with a verified record of proven reliability and good conduct to minimize personnel and staffing issues.
  • Shall have a minimum of seven (7) years of management experience, with a minimum of four (4) years of experience in personnel security inclusive of a minimum of three (3) years in industrial security administration and shall possess expert knowledge of the personnel and industrial security processes.
  • Experience with risk management including problem identification and problem solving is highly recommended.
  • Experience working with a computer including all common office management tools (e.g. Microsoft Office);
  • Experience with multiple levels of communication between various levels of management;
  • Experience managing security staff;
  • Must have problem identification and problem solving and maintain a professional demeanor under highly stressful circumstances;
  • Must understand all areas of personnel security and background investigations;
  • Must understand operational methods of Personnel Security Subdivision (PSS);
  • Be able to maintain and manage communication between all parties;
  • Be able to define, sequence and estimate activities and resources;
  • Experience with acquiring, developing, and managing project teams; and
  • Must have expert knowledge of industrial security.
