Xcelerate Solutions is currently seeking a Content Subject Matter Expert/Instructor. You will provide subject matter expertise, content reviews, and instruction related to the curricula for their area of expertise. You will lead the design, delivery, and continual improvement of high‑impact security training for DoD, DCSA, other Federal agencies, industry partners, and select foreign audiences. You will serve as both an expert practitioner and instructor, managing the full lifecycle of courses and curricula across classroom, virtual, and eLearning environments, and translating complex security concepts into clear, engaging learning experiences. In this role, you will collaborate with instructional designers, curriculum managers, and fellow SMEs to develop and maintain course content, support awareness campaigns, and respond to evolving mission needs—while providing authoritative guidance to learners and stakeholders, ensuring courses remain current with policy, technically accurate, instructionally sound, and aligned to organizational objectives. Responsibilities
- Serve as a security Content Subject Matter Expert (SME), instructor, and course manager, overseeing the full lifecycle of instructor-led, virtual, and eLearning courses, including planning, delivery, and sustainment.
- Design, develop, and maintain training products across multiple modalities (ILT, VILT, eLearning, webinars, job aids, videos, mobile content, and performance support tools) using adult learning principles and the ADDIE model.
- Conduct and support Training Needs Analyses, acting as an authoritative consultant to improve existing offerings and to identify, design, and evaluate new and innovative security training programs, products, and services.
- Deliver basic and advanced instruction in assigned security disciplines (e.g., industrial security, FOCI, Anatomy & Physiology, Psychology/Psychophysiology) to DoD, DCSA, other Federal agencies, industrial contractors, and select foreign partners in both in‑person and virtual environments.
- Collaborate closely with Instructional Systems Designers (ISDs), Curriculum Managers, and program SMEs to translate complex security concepts into clear, instructionally sound curricula, including graduate‑level weekly lessons and case‑based learning.
- Manage day‑to‑day course operations, including classroom/VILT setup, student account and enrollment management, pre‑/during/post‑course administration, and ongoing course maintenance and updates.
- Research, interpret, and apply current security policies, regulations, and authoritative references (e.g., NISP, FOCI, industrial security risk frameworks) to ensure all training content is accurate, current, and compliant.
- Develop and support security awareness and outreach products (e.g., posters, games, webcasts, campaign materials, briefings), aligned to designated themes and organizational messaging.
- Lead or support the transition of courses from traditional classroom delivery to virtual and blended formats, integrating distance learning, technology‑based training, and micro‑learning solutions.
- Create and maintain comprehensive training documentation and SOPs to support long‑term course sustainment, LMS migration, and repeatable training delivery by Government personnel.
- Develop and refine detailed training materials and deliverables (storyboards, instructor and participant guides, scripts, knowledge checks, case studies, exercises, design plans, and job aids) tailored to diverse audiences including students, executives, and managers.
- Provide SME support to Alpha and Beta testing of new or revised training products, analyzing feedback and recommending improvements to enhance learner effectiveness and user experience.
- Respond to student and stakeholder inquiries (phone, email, and in‑class) as an SME, providing clear, timely guidance and clarifications on course content, policies, and application to real‑world scenarios.
- Perform systematic quality control and editorial review of all training content, ensuring correctness, completeness, logical organization, readability, adherence to style/QA guides, and compliance with the Federal Plain Writing Act.
- Evaluate and continuously improve courses and products through periodic content reviews, data‑informed recommendations, risk‑ and case‑based learning outcomes (e.g., application of Risk Indicators Matrix, evaluation of complex business structures for FOCI concerns).
Requirements:
- Bachelor’s degree from an accredited university and at least five (5) years of applied experience associated with the Security Program in security program implementation and operation in the security discipline(s) for which they shall be a SME/Instructor.
- OR, In Lieu of a Bachelor’s degree, eight (8) years of applied experience in security program implementation and operation in the security discipline(s) for which they shall be a SME/Instructor (See Section 1.6.7.2.7. of this PWS for special qualification for any SME/Instructor that supports the CDSE Education Division).
- Current Personnel (Security) Clearance/ Eligibility (PCL) at the Secret level.
- Mastery of the knowledge, skills, and policy related to their area of subject matter expertise and relevant work experience in their area of subject matter expertise.
Preferred Qualifications:
- Demonstrated SME experience in one or more of the 13 DCSA security disciplines (Personnel Security, Industrial Security, Counterintelligence, Insider Threat, Information Security, Physical Security, etc.).
- Prior DCSA / CDSE / STA / NCCA instructor or contractor experience.
- Instructional delivery in both in-person classroom and virtual / synchronous formats.
- Established certifications: SPēD SFPC, CDP, SAPPC, ISP, or equivalent.
