Monitoring and Evaluation Analyst

Job Summary:

The NDC Partnership Support Unit is seeking to hire a Monitoring and Evaluation (M&E) Analyst to support data collection and reporting efforts related to the monitoring of the Partnership’s M&E Framework. The M&E Analyst will report to the MEL Manager within the Knowledge and Learning team of the NDC Partnership Support Unit.

This position is remote due to Covid-19, but you will be based in Washington, DC once restrictions have been lifted.

Job Responsibilities:


M&E data collection and consolidation

  • Support dissemination of the NDC Partnership’s Annual Member Survey. Work to ensure a high response rate from members, working with relevant Support Unit staff.
  • Lead Annual Member Survey data cleaning, including validation of responses through consultation with relevant
  • Support Unit staff, and analysis of the responses through Alchemer.
  • In consultation with relevant Support Unit staff, collect, clean, validate and aggregate:
    • Partnership data on finance-related indicators (e.g., number of investment projects financed by the NDC Partnership members, amount of climate finance mobilized by the Partnership)
    • Partnership data on impact indicators (e.g., number of member countries with reduced GHG emissions, number of member countries with enhanced adaptive capacity, strengthening resilience, or reduced vulnerability, number of implementing and development partners who have increased climate-related finance and investments).
    • Data from the Global Stocktake (GST) and national biennial transparency reports (BTRs) on which Partnership-supported countries are on track to meet their NDC mitigation and adaptation targets.
  • Support the Partnership’s Knowledge Management System (kNook), including data input, quality assurance and support in extracting and communicating key trends.
  • Work with the MEL Associate/Manager to maintain, and update as needed, the Support Unit’s M&E Means of Verification document, M&E operational procedures, and central data repository
  • Coordinate across workstreams to ensure missing data is input, ensuring data you are responsible for is input by deadlines, and helping to ensure the integrity, completeness, and accuracy of all data input
  • Provide ad-hoc support for data collection as requested by Support Unit staff when challenges arise

Reporting

  • Update the M&E dashboard biannually to reflect all updated indicators collected
  • Support the development of data visualizations based on M&E data to inform progress and grant reports, knowledge publications, and outreach materials
  • Prepare talking points and presentations related to the Partnership’s work

Learning

  • Support the NDC Partnership’s mid-term and final evaluations of its Work Program, including drafting of RFP, selection of vendor, document collection, coordination of field visits and interviews, etc.
  • Support development of an annual internal report to assess progress against M&E indicators and lessons learned to feed into strategic planning
  • Organize workshops and trainings for staff to facilitate better engagement with the NDC Partnership’s M&E framework, and to learn from the results

Job Qualifications:

  • Advanced degree in climate change policy, economics, statistics, computer science, social sciences, etc.
  • Minimum of 2 years of experience in data collection, analysis, and reporting
  • Understanding of M&E data collection systems and processes
  • Experience in data collection and reporting, ideally with bilateral and multilateral development partners
  • Experience with data visualization tools, including Power BI
  • Advanced understanding of software packages including MS Excel, Alchemer
  • Strong writing and communication skills
  • Fluency in written and spoken English Highly
  • US work authorization is required for this position

Desirable skills include:

  • Experience with survey development and management
  • Understanding of the Paris Agreement, NDCs, and climate action
  • Knowledge of OECD-DAC and IATI reporting
  • Knowledge of programming language (e.g. R, Stata, Python)
  • Fluency in written and spoken French or Spanish

Potential Salary:

$53,000 - $68,000. Salary is commensurate with experience and other compensable factors.
