Windward is seeking a highly skilled and experienced Senior ServiceNow Strategic Portfolio Management (SPM) Implementation Specialist to lead complex implementations for both government and commercial clients. The ideal candidate will possess a unique blend of technical expertise, strategic thinking, and exceptional customer-facing skills.
Key Responsibilities
  • Lead end-to-end ServiceNow SPM implementation projects, from initial discovery through deployment and post-go-live support.
  • Conduct business analysis sessions with clients to understand strategic goals, portfolio management needs, and process improvement opportunities.
  • Facilitate requirements gathering workshops, translating business needs into clear, actionable user stories and acceptance criteria.
  • Design and configure solutions within the ServiceNow SPM suite, including Demand Management, Project Portfolio Management, Resource Management, and Agile Development.
  • Deliver tailored SPM solutions that align with client objectives, ensuring scalability, usability, and compliance with standards (e.g., FedRAMP, DoD IL-4/IL-5).
  • Define user stories to support technical implementation of both SPM greenfield and enhancement projects.
    Provide technical mentoring and guidance to internal teams and client stakeholders, including providing technical leadership for a small team of implementation specialists or developers.
  • Manage platform infrastructure and ensure smooth operation of SPM and PPM processes.
  • Perform advanced troubleshooting, bug fixes, and root cause analysis to maintain system integrity.
  • Collaborate with cross-functional teams to lead technical solution design sessions and ensure successful delivery.
  • Contribute to process documentation, training materials, and continuous improvement initiatives.
    Support Agile, Waterfall, and Hybrid development methodologies across diverse client environments.
     
Required Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, or related field.
  • Minimum 5 years of IT software consulting experience, with 3–5 years specifically in ServiceNow implementations.
  • Strong proficiency in JavaScript and ServiceNow scripting.
  • Deep understanding of Strategic Portfolio Management concepts, including demand, ideation, resource planning, and prioritization.
  • Proven experience implementing ServiceNow SPM for enterprise clients.
  • Expertise in software discovery, normalization, reconciliation, and optimization.
  • Excellent verbal, written, and interpersonal communication skills.
Required Certifications
  • Certified Implementation Specialist – Strategic Portfolio Management (CIS-SPM)
  • ServiceNow Certified System Administrator
Preferred Qualifications
  • ServiceNow Certified Application Developer Certification
  • PMI Project Management Professional (PMP) certification
  • ICAgile or equivalent Agile certification
  • Experience with government contracts and implementations
  • Familiarity with Agile, Waterfall, and Hybrid development methodologies
  • ITIL v3 or v4 Certification
  • Additional ServiceNow certifications in areas such as ITOM, SecOps, GRC, or ITSM
