Title: Clinical Engineering Manager

Position Summary:

Reporting to the Director of Clinical Engineering, and ultimately the Sr. Vice President/Chief Information Officer. Responsible for interoperability infrastructure components and application enhancements to the UMMHC EMR (Electronic Medical Record) as it is associated with medical device applications. Working as part of the UMMHC project management team to improve patient care quality/safety, customer efficiency/work-flow usability of medical device technology and customization's that improve these core objectives as well as the adoption of UMMHC applications.

Responsible for managing the work of the Biomedical Engineering staff. Performs a variety of duties involving the resolution of department issues, preventative maintenance, repair, as well as documentation, special projects and assignments related to departmental efficiencies and cost saving initiatives, in-service to clinical and non-clinical staff, design and modification of medical equipment hardware/software, equipment technical evaluations, standardization and obsolescence planning, equipment purchase, installation coordination, regulatory agency compliance, and disposal of retired medical equipment and related duties.

Position Qualifications (License/Certification/Education) Required:

  • Bachelor’s degree in Electrical or Biomedical Engineering.

Experience/Skill Required:

  • Five to eight years of relevant experience working in progressive Clinical Engineering operations.
  • Understanding of methods, materials, tools, equipment and technical service procedures, for all devices managed by the Clinical Engineering Department.
  • Experience in computer hardware and software, and three to five years, three years minimally in health care environment.
  • Moderate programming skills and knowledge of VB, VBA, XML, Access, and SQL.

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Major Responsibilities:

  • Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions.  Resolves grievances and other personnel problems within position responsibilities.
  • Responsible for collaborating with the Information Services/Clinical Engineering Team on medical device interoperability for the UMMHC Electronic Medical Record (clinical data management system) from a technical as well as operational perspective.
  • Designs and programs custom databases, reports, queries, and forms development along with maintenance, upgrades, support, and user training for new applications. Creates specialized applications/tools using database engines such as Access and SQL.
  • Maintains all departmental databases. Routinely checks data integrity performs database maintenance, upgrades, backups, and training as required. Resolves all database issues. Maintains palm pilot interface and resolves issues regarding palm data. Works with CMMS (Computerized Maintenance Management System) to streamline the database, improves user interface(s), resolve program bugs, and creates custom interfaces (forms, reports, etc.) to improve database functionality. Troubleshoots/services department PC/Network hardware and software issues pertaining to PC’s used for general and medical/patient applications. Coordinates service with IS staff and vendors.
  • Works independently as well as part of the Capital Planning Team to coordinate the installation of medical equipment. Schedules preventive maintenance and repairs on all types of medical equipment. Utilizes available test equipment to test functioning of all medical equipment. Performs preventative maintenance inspections and electrical safety testing and corrects problems encountered. Analyzes electronic equipment for cause(s) of failure. Isolate, test, and replace defective parts. Troubleshoots functioning problems and repairs medical devices. Works with equipment manufacturers on repair work and orders parts needed for equipment repair and maintenance. Coordinates installation of medical equipment with managers, planners, electricians, contractors, etc., as necessary. Performs technical evaluation of new medical devices.
  • Performs a variety of special projects such as increasing departmental productivity and workflow. Improves management of information and data regarding equipment records through updating and automating equipment and service database. Analyzes costs and produce alternatives for new service programs in order to improve the quality of service while cutting costs for the system. Investigates, researches, and writes proposals for new initiatives.
  • Provides assistance to medical staff and management in the design or modification of special devices or systems appropriate to specific clinical needs and modify or develop electronic devices. Constructs adapters and other interface equipment as necessary. Performs technical evaluation of new medical devices.
  • Responds to emergency calls from critical areas. Troubleshoots equipment problems and repairs hardware as needed.
  • Tracks the use, repair, maintenance, etc., of medical equipment throughout the system. Assists in the purchase of new medical equipment following standard procedure. Re‑distributes medical equipment as necessary. Retires and coordinates the disposal of medical equipment.
  • Assists staff, medical, nursing, residents, and others in the operation and use of equipment. Provides in-service training on medical device design, use, safety issues, functions, and other information as necessary.
  • Ensures compliance with regulatory agencies such as: TJC, DPH, CMS, CAP, AABB, NFPA, OSHA, FDA AAMI, ASHE, ANSI, AHA, etc. including medical equipment safety codes, recommendations, documentation and follow-up.

  • Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
  • Ensures adequate equipment and supplies for department.
  • Develops and maintains established departmental policies, procedures, and objectives.
  • Ensures compliance to all health and safety regulations and requirements.
  • Maintains, regular, reliable, and predictable attendance.
  • Performs similar or related duties as required or directed.
