Senior Business Analyst - Outdoor Division (CA)
Description
Tyler Technologies is looking to hire for a Senior Business Analyst that will server as a senior functional delivery and operational readiness lead supporting the California Department of Parks and Recreation (DPR) account. This role partners with DPR stakeholders and teams across Tyler to translate business needs into clear, actionable requirements and support successful delivery from requirements definition through validation and operational readiness. The role requires independent judgment across complex transactional systems, client operations, and contractual obligations. This position serves as the contractual Functional Lead for the California DPR account.
Responsibilities
Business Analysis & Requirements
- Lead and support requirements elicitation, analysis, documentation, and validation with DPR stakeholders and Tyler teams. Facilitate functional working sessions to understand business needs, processes, business rules, data needs, dependencies, constraints, and acceptance expectations. Ensure requirements are clear, complete, testable, and traceable through delivery and acceptance.
- Support development and review of Business Requirements Documents (BRDs), requirements traceability, acceptance criteria, process documentation, and other functional artifacts. Support contractual requirement clarification and alignment for applicable M&O RTM items.
- Assess functional and operational impacts of requirements and business process changes, including potential impacts to pricing, fees, transactions, revenue, reporting, reconciliation, and downstream business processes, engaging the appropriate Tyler teams when specialized analysis is required.
Functional & Solution Alignment
- Partner across Tyler divisions and departments to evaluate approved requirements against existing functionality, business rules and configurations, product capabilities, roadmap alignment, technical dependencies, and potential delivery approaches.
- Provide functional and systems analysis to support solution assessments and enhancement decisions. Identify gaps, assumptions, dependencies, operational impacts, and areas requiring additional business clarification or governance decisions. Support root-cause analysis when operational issues require functional, configuration, or business-process investigation.
Enhancement & Operational Readiness
- Coordinate functional analysis and readiness activities for enhancements and operational initiatives. Support intake and clarification of business needs, functional impacts, acceptance expectations, and dependencies before work advances into delivery.
- Maintain visibility into functional items requiring clarification, assessment, validation, or stakeholder decisions and support continuity of remaining contractual obligations and M&O RTM activities.
UAT, Validation & Release Readiness
- Coordinate functional readiness and User Acceptance Testing (UAT) activities for approved initiatives and releases. Confirm requirements and acceptance criteria are sufficiently defined, support development of test scenarios and validation expectations, and maintain traceability between requirements and testing.
- Support disposition of functional findings, distinguish defects, configuration or business-process issues, contractual obligations, and new or changed requirements, and provide functional readiness input for release and production-readiness decisions. Support post-deployment validation to confirm delivered functionality aligns with the approved business outcome.
Client & Cross-Functional Partnership
- Serve as a trusted senior functional partner to DPR stakeholders and collaborate across Tyler divisions and departments to support coordinated delivery and problem solving. Independently facilitate complex client discussions, clarify tradeoffs, and route decisions through the appropriate account governance.
- Facilitate discussions focused on business outcomes, requirements, functional decisions, and readiness. Communicate complex functional information clearly across business and technical audiences and help ensure DPR experiences Tyler as a coordinated One Tyler team.
Governance & Documentation
- Maintain functional traceability and documentation in accordance with established account governance processes. Ensure key requirements, decisions, assumptions, dependencies, acceptance criteria, and validation outcomes are documented.
- Apply sound judgment to resolve functional ambiguity, identify risks and dependencies, and determine when decisions require escalation and support required governance, delivery, and closeout documentation.
