The Justice Senior Project Manager leads complex, high-visibility client implementations within the Justice vertical, overseeing end-to-end delivery across multiple integrated Tyler solutions. This role requires an experienced project leader who thrives in ambiguity, brings clarity to complexity, and consistently delivers measurable outcomes.
 
The Justice Senior Project Manager partners closely with internal implementation teams, data engineers, solution architects, and client stakeholders—from technical contributors to executive sponsors—to drive success on transformative justice initiatives. These engagements often span data integrations, analytics deployments, and enterprise reporting solutions impacting courts, public safety, and justice administration statewide.
 
This individual combines strong project management discipline with strategic foresight, navigating evolving client needs and dynamic environments with autonomy, accountability, and confidence.

Responsibilities

Excellence in Project Delivery

  • Lead full lifecycle implementation of Tyler’s Data & Insights solutions within the Justice domain—from scoping and kickoff through delivery, transition, and post-go-live review.
  • Manage complex, multi-phase projects involving integrations with justice systems (e.g., RMS, CMS, eFile, CAD, or data exchanges).
  • Translate business goals and operational outcomes into executable project plans, timelines, and measurable success criteria.
  • Drive proactive risk identification and resolution, balancing scope, resources, and schedule to meet client and organizational objectives.
  • Ensure consistent adherence to Tyler delivery standards, financial accountability, and documentation excellence.
Client & Stakeholder Engagement
  • Serve as the trusted liaison for Justice clients, building strong relationships across agencies, IT teams, and executive leadership.
  • Communicate clearly and confidently across technical and non-technical audiences, simplifying complexity while maintaining precision.
  • Facilitate alignment between Tyler delivery teams, client stakeholders, and partner vendors to ensure integrated success.
  • Lead executive-level updates and retrospectives that reinforce transparency, accountability, and progress toward outcomes.
Cross-Functional Leadership
  • Collaborate with Product, Engineering, and Implementation teams to align project delivery with product evolution and best practices.
  • Foster collaboration across Tyler divisions supporting Justice (Courts & Justice, Data & Insights, Digital Solutions).
  • Influence continuous improvement by contributing to delivery playbooks, methodology updates, and lessons learned.
Operational & Strategic Contributions
  • Participate in strategic Justice initiatives that strengthen client impact and internal operational excellence.
  • Contribute to process refinement and project management best practices that elevate the delivery standard enterprise-wide.
  • Support development of Statements of Work (SOWs) and resource forecasts for upcoming Justice projects.
  • Provide mentorship, guidance, and peer leadership to other Project Managers, modeling autonomy, accountability, and excellence in execution.

Qualifications

  • 5+ years of progressive experience managing complex, enterprise-level software implementation projects.
  • Proven success leading multi-phase, multi-stakeholder programs—preferably in government, justice, or public sector data environments.
  • PMP certification (or equivalent) preferred, not required.
  • Agile or hybrid delivery experience preferred.
  • Expertise in project management methodologies, with the ability to tailor approaches to project context and client culture.
  • Exceptional communication and leadership skills, capable of building trust and alignment across diverse stakeholder groups.
  • Strong analytical, problem-solving, and financial management skills, linking project delivery to tangible client outcomes.
  • Demonstrated ability to operate autonomously, make sound decisions within ambiguity, and drive forward momentum across complex programs.
  • Required to undergo and satisfactorily pass a fingerprint background check in accordance with CJIS requirements.
Preferred Experience
  • Experience delivering data analytics, open data, or data integration projects within justice, courts, or law enforcement settings.
  • Familiarity with Tyler Technologies' Data & Insights or Justice solutions, or comparable SaaS/government software environments.
  • Proven ability to lead through influence, navigate organizational change, and deliver under high-stakes conditions.
