Tyler Technologies NIC Federal Division is currently seeing applicants for a Business Analyst for our Arlington, VA location. NIC Federal is currently looking to hire a Business Analyst to join a team to support a new digital government project, bringing together technology, payment processing, and marketing. You will join a team responsible for bringing a new digital service online, from prototype to execution and on-going innovation and delivery.


Business Analyst Position Description

The Business Analyst helps organizations cost-effectively implement technology solutions by determining the requirements of a project or program, and communicating them clearly to stakeholders, facilitators, and partners.

Developing technical solutions to business problems, or advancing an organization’s other efforts, begins with defining, analyzing and documenting requirements. As such, managing requirements at the project level can help fulfill business needs.

Business Analyst Responsibilities:

  • Collaborate with federal agencies and project teams to define requirements and acceptance criteria for implementation
  • Create detailed and effective project specification documents, which may include user stories, use cases, flowcharts, screenshots, and requirements specifications
  • Establish project milestones based on the design and scope of work
  • Maintain project documentation throughout project lifecycle
  • Support the development team during the design and development phases to be sure all questions are answered and the customer’s system requirements are met
  • Perform scenario-based and user acceptance testing, and ensure solutions meet business needs and user expectations

  • Plan and monitor development of contract deliverables
  • Use requirements to drive the design or review of requirement test cases


Business Analyst Requirements:

A successful business analyst has core business skills and specialized knowledge including:

  • Familiarity with agile scrum practices
  • Experience using Microsoft Office Suite, JIRA, Confluence
  • Experience defining key performance indicators (KPIs) and metrics
  • Written and verbal communication, including technical writing skills
  • Ability to apply best practices in written and verbal communication, including technical writing, skills for practical problem-solving. Ability to communicate effectively with internal teams and external clients to deliver functional requirements
  • Understanding of systems engineering concepts
  • Ability to gather, review and analyze data requirements with expertise
  • Ability to prioritize requirements and create conceptual prototypes and mock-ups
  • Master of strategic business process modeling, traceability and quality management techniques
  • Experience writing testing processes
  • Advanced presentation skills utilizing PowerPoint
  • Ability to track, control and update select project information and documentation


Preference will be given to candidates with working knowledge of the following:

  • Experience with test automation tools is a plus
  • Experience with state or federal agencies is beneficial
  • Agile development process
  • Contractual documentation/artifact creation
  • DevOps, including the integration and development of tools, cloud services, etc.


Years of Professional Experience:

  • 3-5 years of business-related professional experience



  • Bachelor’s degree in Business, Business administration, Computer Science, or related field.

  • Ability to pass a thorough background screening
  • Excellent communication and interpersonal skills, including verbal and written abilities
  • Strong reasoning, analytical, critical thinking and organizational skills
  • Self-motivated with the ability to work under minimal supervision
