Description

Tyler Technologies is seeking a Senior Manager of Product Management to lead the evolution and expansion of our Resident Engagement Platform (REP) — a digital front door that connects citizens to government services across agencies, entities, and products.
 
This is a player/coach role responsible for both leading a growing product team and serving as the lead Product Manager for the platform. The ideal candidate brings strong GovTech experience, a modern product mindset, and the ability to shape a modular platform that functions as a cross-product citizen experience layer.
 
You will define the roadmap, guide AI/analytics-driven innovation, influence pricing and packaging strategy, and drive execution from concept through release — while developing a high-performing, cross-functional team.

Responsibilities

 Product Strategy & Vision
 
  • Define and evolve the product strategy for REP as a scalable, modular engagement platform
  • Position REP as a cross-product digital front door for state and multi-entity government clients
  • Identify AI and analytics opportunities that drive measurable citizen engagement and operational insights
  • Influence pricing, packaging, and go-to-market positioning
Player/Coach Leadership
  • Lead and develop a cross-functional team (Product Owner, UX, Technical Writing, etc.)
  • Serve as lead PM on high-impact initiatives
  • Establish disciplined product practices, roadmapping, and backlog prioritization
  • Coach team members in modern product discovery and agile execution
Roadmap & Execution
  • Own and maintain a clear, outcome-driven roadmap aligned with market needs and company strategy
  • Translate strategic goals into prioritized features and releases
  • Partner closely with Engineering to ensure high-quality, timely delivery
  • Balance scaling existing modules with consolidation and platform unification efforts
Customer & Market Insight
  • Conduct direct customer interviews and discovery sessions
  • Partner with Sales and Solutions teams to understand market opportunities
  • Track adoption, usage metrics, and client outcomes to inform decisions
  • Maintain strong awareness of GovTech modernization trends and emerging AI use cases
Cross-Portfolio Influence
  • Collaborate with other Tyler product teams to create seamless citizen experiences
  • Advocate for platform thinking across the organization
  • Align REP initiatives with broader state and enterprise strategies

Qualifications

Required

  • 6+ years of product management experience, including launching and scaling SaaS platforms
  • 3+ years leading or mentoring product and/or cross-functional teams
  • Experience in GovTech or public sector technology
  • Demonstrated success managing modular or platform-based products
  • Strong experience with AI/analytics-driven features and data-informed decision-making
  • Hands-on experience driving roadmap execution in agile environments
  • Excellent executive communication and stakeholder influence skills
Preferred
  • Experience building digital front door, citizen engagement, CRM, or cross-product platforms
  • Experience influencing pricing and packaging strategy
  • Background in state-level government solutions
  • Familiarity with multi-entity or federated government models
