Responsibilities

  • Oversees/Leads all phases of the appraisal project in keeping with client contract for the project size and scope listed above in alignment with client and Appraisal Service Operation requirements.
  • Manages costs, scheduling, product quality, safety, and related activities for projects of varying degrees of complexity.
  • Oversees/Prepares the project budget and manages budget/costs for multiple projects at times. Oversees timely billing and collection process for client invoices.
  • Provides leadership and direction to ensure project adherence to statutory deadlines, milestones and requirements and the client contract and applicable regulations and IAAO standards.
  • Creates project short range goals and objectives for project and staff.
  • Creates the project work plan for all components of the project.
  • Leads status meetings and provides updates on project status on multiple work streams, as required. Oversees quality, cost, timeliness, and related activities of all project deliverables.
  • Proactively recommends process improvement and often leads initiatives.
  • Oversees field and office operating procedures ensuring well defined and consistent with Company and division policy and the client contract.
  • Exhibits expertise to complete pre-valuation tasks (residential/agricultural and commercial/industrial).
  • Directs residential/agricultural and commercial/industrial pre-valuations. For highly complex project efforts, oversees the development of market models, depreciation analyses, cost calibrations, neighborhood delineation, and land pricing for residential/agricultural properties; and expense/income models, cost calibration, and capitalization rates for commercial/industrial properties.
  • Ensures client satisfaction through building strategic, credible and trusting relationships and consistently implementing strategic communication techniques using the optimal communication method for the situation and various audiences including senior leadership with sensitivity to the community/political environment.
 

Qualifications

  • BS/BA degree in Business, Mathematics/Statistics, Project Management or related field or equivalent work-related experience; Appraisal certifications strongly preferred and/or Certified Project Management Professional certification (PMP) is strongly preferred.
  • Must have successfully completed Appraisal coursework. USPAP 151 is required as well as IAAO 101, 102, 300 and 400 coursework.
  • TAX CAMA systems experience is strongly preferred; multiple systems experiences is a plus
  • Able to maintain and apply appraisal/tax industry expertise and recommend new approaches to senior leadership.
  • Appraisal/tax standards, rules and state/regulatory requirements knowledge and expertise along with successful certification achievement for the client’s respective state.
  • County/municipal government property valuation/assessment in public or private sector experience is required.
  • At least five or more years work experience project managing projects full life cycle with the ability to successfully manage multiple projects and work streams successfully simultaneously and strong financials knowledge application to large and complex projects.
  • Proficient experience manipulating computer systems and demonstrated experience with complex statistical models to apply factors successfully influencing values, grades, neighborhood, land factors and other related factors.
  • At least 10 years of appraisal service-related experience involving the proven experience successfully performing functions for various aspects of mass appraisal, Reappraisal, new construction, Cost Market Valuations, and related appraisal service functions.
