We are currently seeking experienced manager to lead the technical development and operation of Cyber Range and facility which will be engaged in leading-edge cyber war-gaming, simulation testing, and training using sophisticated hardware configuration and monitoring software. The Manager will be responsible for managing the Cyber Range’s use, and for maintaining its configuration to meet the varying demands of a range of commercial enterprise clients.

 

The candidate should possess below qualities managing and leading the Cyber Range team testing and evaluation activities of cyber capabilities, also focuses ensuring red-teaming to identify weaknesses in enterprise systems and characterization of adversary capabilities.

 

This is achieved successfully through management and leadership experience in core technical competencies, including the planning and execution of cyber evaluations, development of realistic, high-fidelity test environments to model the Internet and networks of interest, modeling of adversary capabilities, development of threat surrogates, low-level systems analysis for vulnerability discovery and malicious software analysis, low-observable system instrumentation and forensic analysis, and reverse engineering.

 

  • Lead the team to work on the Cyber Range platform and engine that are used for experimentation, development, testing, training and exercises of cyber capabilities.
  • Manage the team to ensure successful transition of SingTel developed technologies and supporting the test design, deployment, and execution of cyber Range events.
  • Advice on the design use-case test scenarios, as well as test sites for test setup and execution.
  • Enable the team capability to conduct development on next generation cyber range capabilities used to support the development, testing and training of cyber capabilities and systems.
  • Develop Cyber range service product feature evolution such as new feature development & enhancement.

 

A Cyber Range Manager is expected to contribute to the following:

 

  • Client Management: Manage day to day interactions with executive clients and sponsors including professional practices and technology implementation.
  • Delivery: Manage and deliver components of client engagements that identify, design, and implement technology and creative Cyber Range solutions for large companies. Responsibilities include, among others, managing teams in the identification of business requirements, functional design, process design (including scenario design, flow mapping), prototyping, testing, training, defining support procedures for Cyber Range services.
  • Business Development: Develop and maintain contact with top decision makers at key clients; organize and lead pursuit teams; participate and lead aspects of the proposal development process; contribute to the development of proposal pricing strategies.
  • People Development: Perform role of counselor and coach; provide input and guidance into the staffing process; actively participate in staff recruitment and retention activities; provide leadership and support for Cyber Range service delivery teams and staff.

 

The ideal candidate should possess: 

  • Masters and/or Degree in Computer Science, Computer Engineering or related discipline with network/system simulation testing and training experience.
  • Good working knowledge of relevant skills include: virtualization, computer security, automation techniques, human-computer interaction, messaging protocols, databases, enterprise application development, user and network modeling, statistical models, and markov models.
  • Candidate must also be innovative, customer-focused and possess strong interpersonal and communication skills as well as security product service engineering, simulation testing, training and management, preferably with any of the following industry security certifications:
    • Certified Information Systems Security Professional (CISSP)
    • Global Information Assurance Certification (GIAC)
    • Certified Information Systems Auditor (CISA)
    • Certified Information Security Manager (CISM)
    • Cisco Certified Security Associate
    • Check Point Certified Security Administrator (CCSA)
    • Certified Network Security Engineer (CNSE)
    • Blue Coat Certified ProxySG Professional (BCCPP)
