Sr. Contracts Manager




We have an immediate opening for a Contracts Manager in its Corporate Office located in Bethesda, MD. This position is responsible for reviewing and/or ensuring the proper review and management of all contracts from federal, state and local government entities to ensure that Tribalco can comply with any requisite conditions related to the contract. This position is responsible for instituting and managing a cross-functional process to ensure continued compliance with the various requirements of these government contracts throughout their term.   Responds to telephone calls, email, and personnel requests for technical support.

Essential Responsibilities:

  • Review, analyze, and suggest edits regarding responses to RFPs and contract proposals for local, state, and federal government contracts for risk and compliance issues. Serve as consultant to corporate and field management regarding appropriate exceptions/positions.  
  • Manage full life cycle of company contracts from award through contract close out 
  • Review and implement compliance procedures and tracking mechanisms to ensure compliance with federal, state and/or local contracts, including maintaining all contractual documentation and files, ensure all contractual documentation is concise and consistent both from a technical and contractual perspective. Identify and develop solutions to out of scope, cost/schedule changes, ensuring company resources are not negatively impacted.  
  • Manage and help others to manage relationships with external government entities that request bids from Tribalco. 
  • Track day to day tasks and update contract reports 
  • Develop and provide appropriate training on government contract compliance requirements 
  • Develop, execute, and participate in ISO 9000:2015 and CMMISVC Level 3 corporate certifications.

Minimum Qualifications:

  • Minimum 10 years of progressively responsible experience in managing government contracts.  

 Specific Skills: 

  • Contracts - Drafting, Evaluation, Negotiation and Execution:  
  • Non-Disclosure Agreements, Teaming Agreements, Subcontracts, Consulting Agreements, Licensing Agreements, Master Service Agreements, Reseller Agreements  
  • Create and maintain strong relationships with contracting officers and partners’ contract departments 
  • Identify and resolve contract-related issues, internally and externally, and work with the program management staff towards a successful resolution 
  • Effectively communicate issues and solutions to executive management  
  • Review prime contracts and lead internal kick off meetings with accounting and program management teams 
    • Manage record keeping for all contracts, including, but not limited to, an active contracts list and internal contract task logs. 
    • Assist with corporate audits as related to prime- and subaward compliance 
    • Identify and understand issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probable consequences.  
    • Maintaining effectiveness when experiencing major changes in work tasks or the work environment; adjusting effectively to work within new work structures, processes, requirements, or cultures.  
    • Taking prompt action to accomplish objectives; taking action to achieve goals beyond what is required; being proactive. 
    • Effectively prioritizing multiple activities. 
    • Strong Sharepoint and Microsoft Office skills 
    • Extensive knowledge of government contracting issues at the federal, state, and local levels, including administration of government IDIQs. 
    • Strong experience with government contract-related prevailing wage and fringe benefit issues (preferred). 
  • Working knowledge of FARs and DFARs and federal reporting requirements 
  • Experience with an in-house compliance program (ITAR, FCPA, EARS, etc). 
  • Ability to manage other team members and communicate clearly and effectively. 
  • Knowledge of spreadsheet software and word processing software. 
  • Ability to communicate the goals and objectives of the department. 
  • Excellent management and presentation skills.  
  • Ability to analyze/identify relevant terms and conditions and perform risk assessments.


Education and Certifications:

Juris Doctor from an accredited law school required.
