Position Overview
The Safety & Training Manager reports directly to the General Manager and is responsible for every aspect of developing, promoting, delivering, and managing the safety programs at this location. Emphasis will be placed on achieving measurable results by creating a “Safety Culture” embraced by everyone within the organization and reducing unsafe acts. This person truly needs to be committed to a safety-first culture. Ensures compliance with federal, state, and local regulations and company policy. This person also oversees our FTA Drug and Alcohol Program within the location.
Location: Fulton, GA
Responsibilities:
  • Review all accident and incident reports, investigate causes, document findings, determine preventability, recommend corrective action, and maintain files.
  • Investigate all accidents, incidents, unusual occurrences, and on-the-job injuries, assist employee with completing appropriate reports; to determine preventability of accidents in accordance with Transdev guidelines.
  • Remain on call during and provide planning for critical service periods, such as in the event of a major traffic delay and adverse weather conditions.
  • Conduct regular facility inspections, document findings, and ensure corrective actions are implemented.
  • Serve as the primary training officer for new operators, utilizing Transdev Operator Development Training Program to onboard new hires.
  • Completes monthly reports regarding accidents, incidents, etc.
  • Retrain drivers as needed and document training.
  • Perform monthly inspections of the facility, to include the maintenance shop, for safety compliance.
  • Conduct regular Safety Meetings by preparing agenda and materials. Include annual refresher training (e.g. wheelchair tie-down procedures). Track and document employee attendance.
  • Conduct monthly Safety Solution team meetings and document findings and solutions.
  • Serve as key point of contact with insurance carriers and risk related claims involving passengers, other motorists and TriMet.
  • Work closely with Human Resources Manager on all workers compensation claims.
  • Develop and deliver safety programs that are designed to reduce accidents and injuries and heighten overall safety awareness.
  • Administer Safety award programs.
  • Assists in recruiting and maintaining adequate number of operators to provide effective and safe service.
  • Ensures a consistent safety culture at the location by conducting safety training and meetings to ensure all staff are adequately trained and understands safety and security standards.
  • Maintain reporting and risk management tools in an updated and correct fashion.
  • Ability to work in complex computerized tracking systems including SAMBA, Formfox, Webrisk, Transdev VISION, Microsoft Office and use and create custom tracking processes to meet location and contract compliance regarding Safety, Training and Drug and Alcohol compliance.
  • Follow location labor agreements and issue discipline related to safety infractions in compliance with Company and location policies.
  • Ensures contract compliance with all federal, state, and local regulations and Transdev/client policies. 
  • Provide disciplinary recommendations regarding safety infractions and work with division leadership in issuance in accordance with labor agreements.
  • Sets the tone for the location as the expert in EPA (Environmental Protection Agency), OSHA (Occupational Safety and Health Administration), CDL compliance and regulations.
  • Ensure all Operators entering revenue service have met all training requirements and background screening including but not limited to MVR review, criminal background, annual MVR review.
  • Oversee and conduct safety related audits at location including but not limited to Drug and Alcohol program compliance, training records, OSHA, Operator credentials, DOT Physicals.
 
Required Skills and Abilities: 
 
  • Four years of transit safety management experience in an operation similar in size and scope
  • 5 years of Public Transit experience is required.
  • OSHA 30 or equivalent Certification, TSSP Certification preferred.  Ability to obtain all required IS Certifications required.
  • Any combination of education and experience equivalent to graduating from college or university supplemented with experience in industrial/workplace safety and accident reduction.
  • Ability to communicate effectively, orally and in writing. Comfortable speaking before groups.
  • Familiarity and understanding of Federal, State, and Local workplace safety regulations.
  • Accident and injury investigation training and experience.
  • Understanding and experience in loss prevention and risk management.
  • Familiarity with all applicable safety rules, regulations, and standards – OSHA, EPA, NIMS, and ADA requirements
  • Thorough knowledge and understanding of DOT (Department of Transportation), FTA (Federal Transit Administration), FMCSA (Federal Motor Carrier Safety Administration) rules and regulations.
  • Serves as location Designated Employer Representative and manages location FTA Drug and Alcohol compliance.
  • Strong written and oral communication skills, which include ability to explain and present regulations to others and manage both union and non-union employees.
 
Pre-Employment Requirements: 
  • Drug testing and background check.
  • Ability to pass a DOT physical examination.
Physical Requirements:
  • Work shifts or flexible work schedules, generally indoors, and in air conditioned or well-ventilated facilities.
  • Available for after-hours emergency response to accidents and injuries for a 24/7 operation.
  • Long periods of sitting, typing, or looking at a computer screen in an office or in a cubicle space.
  • Ability to present, speak in public and lead training programs required.
